Consortium Senior Finance Officer (SIPRA)

 Background:

ZOA is an international non-governmental organisation with its head office in the Netherlands. ZOA has been working in Sudan since 2004. Its current focus is on post-conflict recovery and rehabilitation and ZOA operates programmes in North Darfur, East Darfur, South Darfur and Gedaref State, covering the sectors of food security and livelihoods & Economic Development,Integrated Water Resources Management and Education. 

 

PURPOSE of the POSITION:

The SIPRA Consortium Senior Finance Officer is responsible of ensuring that all Financial management matters in the country field offices are adequately managed and reported in accordance to ZOA procedures. The position may also require up 30 % travel to field offices to provide technical support and training. The SIPRA Consortium  Senior Finance Officer is the financial focal person for the SIPRA consortium. 



 
 Duties and responsibilities:

 

MAIN RESPOSIBILITIES/ ACTIVITIES:

Specific tasks for the SIPRA consortium: 

  • Check Consortium & Local Partner Reports, and enter into ERP upon approval;
  • Consolidate Consortium Partner Reports for internal and external reporting;
  • Prepare Donor & Partner Instalments, and supporting forecast documents;
  • Provide Financial Management Information for the Consortium management; 
  • Function as primary focal person relating to finance for the consortium, within ZOA and towards Consortium Partners and local partners; 
  • Supporting SIPRA Finance Officers in Field Offices;
  • Ensuring Financial Compliance for ZOA operations within the SIPRA project, at country office and towards the Field Office (SIPRA) staff;

 

       In order to do the above, the SFO is part of the ZOA Finance & Operations team, and to support the day to day financial affairs

  • Ensure that all the financial transactions are timely recorded in the accounting programme (ZOA Manager & ZOA’s ERP) to ensure accuracy and completeness of financial reports. 
  • Perform reconciliation of bank and cash books to establish the liquidity position and providing up to-date information necessary for decision making. 
  • Ensure complete and proper documentation for all financial transactions. 
  • Responsible for timely and accurate recording of field and partner expenditures in ERP. 
  • Responsible for recording and reconciliation of all balance sheet accounts including accrual accounts, checking outstanding work advances and update on monthly basis. 
  • Follow-up and review of Partner Reports to ensure expenditures reported are in-line with the approved partnership agreement. 
  • Record all reviewed partners financial records in ERP system and make quarterly spot check to local partners to ensure compliance to partnership agreement. 
  • Perform monthly amortization on prepayment accounts for relevant costs example WFP Flight -Vehicle Fuel Cards – WFP fuel etc. 
  • Verify cash projections prepared by the program accountant and ensure all cash expenditures are recorded in ERP to reconcile cash balances at field offices on a weekly basis. 
  • Provide support to field offices on financial management and capacity building. 
  • Provide support during project and statutory financial audit and verification processes. 
  • Provide support in the planning, budgeting and cashflow forecast. 
  • Participate and assist Director of Operations  ,Head of Finance  in monthly, Quarterly and Annual financial Closure  
  • Ensure compliance to Government, donor and ZOA policies and requirements through providing timely and up to-date advise to ZOA staff regarding financial issues and procedure. 
  • Assist Head of Finance  to perform Spot check for documents in Country and Field offices and clear all suspense accounts. 
  • Participate and support Director of Operations and Head of Finance in preparation of monthly project and donor financial reports.    
  • Perform any other duty that maybe be assigned which is deemed consistent with the key tasks of the function and which is aimed at achieving objectives, mission and vision of ZOA.

 

AUTHORITY:

The Consortium Senior Finance Officer is accountable to the Program Accountants and Program Managers in the Field Offices (SIPRA) . He/she has a functional relationship with the Country Finance and Operations Team

Knowledge 

  • University degree in Finance and Accounting ( BSc in Finance & Accounting, BCOM, BBA and preferably MSc/MBA, MCOM) or any other University degree relevant to this field;  Full or part professional  certification is an added advantage (ACCA ,CMA,CIA,CPA, CFA) 
  • Proven working experience of at least 3 years relevant to this field. 
  • Affinity with development work and International NGO’s 
  • Ability to write clear and concise reports 
  • Excellent in English in reading, writing and speaking (a strong preference) 
  • Excellent in Arabic in reading, writing and speaking  
  • Good knowledge of computerized accounting systems (ERP preferred) 
  • Excellent computer skills (Microsoft 365, Excel, Word)

  •  Khartoum is not an R&R location
