Background:
Sudan Fedral Ministry of Health (FMOH) is a key partner to the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria (GFATM). FMoH assumed the role of the Principal recipient of GFATM grants in Sudan, namely Health System strengthening grant since 2015. This role was further extended to include both Malaria and Health Systems Strengthening grants for the period 2018-2020. In its role as the principal recipient, FMoH ensures quality financial management, timely procurement of supplies and services delivery as well as efficient monitoring and evaluation of grant implementation activities. A dedicated Project Management Unit (GF-PMN) is and will managing the GFATM grants (2015-2017 & 2018 - 2020) with an approved budget of over US$ 120 Million. The Unit provides quality assurance and oversight, guidance to routine management of (GF-PMN) Program funded by the Global Fund. The overall goal of the project is to prevent deaths caused by diseases, reduce the burden of HIV and Tuberculosis and Malaria, interrupt transmission of HIV/Aids, reduce morbidity, and to contain and prevent Malaria outbreaks, as well as to strengthen the Health System.
SUMMARY :
Under the overall guidance of Deputy Programme Manager, the Procurement Head Section is responsible for leading & supervising of RSSH/Malaria-Project Management Unit (PMU) procurement team. He/she ensures and contributes to the Project Management Unit (PMU) to deliver in a timely and quality assured manner on the Grant Performance Framework targets, comply with FMOH and Global Fund rules and regulations. He/She promotes a collaborative, client-focused, quality and results-oriented approach in the team. He will work in close collaboration with the programme, finance, and monitoring and evaluation staff within the RSSH/Malaria-PMU Program Management Unit (PMU)
Duties and responsibilities:
Planning
Conduct and/or supervise all health and non-health procurement under the Global Fund grant under the direct supervision of the Deputy Programme Manager.
Lead procurement process for health and non-health goods and services.
Prepare annual procurement plans and support adaptations of PSM plan when required. Participate in the PMU planning exercises.
Support in monitoring the planning instruments and ensure that the unit's activities are carried out in the framework of the objectives of the FMOH PMU strategic plan.
Review and comment on all proposals for procurement services, including those undertaken by the Sub recipients.
Support in overseeing transparent and timely procurement processes for goods and services complying with FMOH and the Global Fund guidelines and policies.
Management
Lead the Procurement team in timely and efficient delivery of services.
Ensure the execution of the procurement requirements under the grant according to the Global Fund requirements.
Assist in the preparation of all procurement contracts and those under sub-recipients; ensure proper monitoring of administrative requirements and respect of conditions from both SR and FMOH side; Verify respect of activity and reporting calendars and disbursement schedules.
Prepare value for money assessments.
Ensure that all GF commodities under FMOH responsibility are properly ensured.
Ensure regular reporting required by GF and regular liaison with the LFA as and when required.
Ensure timely reporting of procurement activities, PQR reporting for health commodities as required by the GF and reporting on SR contracts.
Promote and monitor the transparency of the procurement processes, and the use of international and FMOH public procurement best practices, and oversee all the steps.
Promote capacity building of the PMU and Implementing units staff in the area of procurement.
Support and collaborate closely on all PSM activities performed by the PSM section.
Quality Control
Prepare the solicitation bases, criteria for evaluation, specifications, and evaluation reports, and participate in contractual negotiations for contracts of high value and complexity.
Promote the incorporation of standard procurement forms within the unit and the use of instruments for planning and scheduling processes.
Ensure compliance with GF quality assurance requirements for pharmaceuticals.
Establish control mechanisms and internal audit systems of the inventories.
Implement recommendations from internal and external audits assuring that corrective measures are placed in practice, when necessary.
Competencies
Excellent knowledge of tools, procedures and standards for the purchase of goods and services within the context of developmental support programs.
Computer literate especially, in calculus sheets, excel, electronic systems is highly desirable pre-requisite.
Working knowledge of Arabic and English.
Effective communication skills and ability to establish good working relationships with national and international partners.
Demonstrate ability to work effectively in a team
Minimum Qualification, Skills and Experience Required:
Education
Advanced university degree (Masters or equivalent) in Administration, Economics, Finance, Procurement and Supply Chain or equivalent disciplines.
CIPS or SIAPS
Experience
At least 10 years of relevant experience in procurement management
Experience in managing large and complex procurement processes
At least 8 years in procurement, public health, project management, or supply chain management
Proven track record in the procurement in donor-funded projects/programmes.
Strong leadership and proven ability to manage teams, performance management
Strong negotiation skills and contracting and service-level agreement
Experience in managing projects and managing suppliers, vendors and procurement agents
Strong organization skills with an eye for details, ability to plan, prioritize and implement day-to-day operations in a timely manner in a fast moving, dynamic, and time-bound environment.
Excellent written and oral communication skills.
Advanced computing skills in standard software systems, such as Microsoft Word, Excel, and PowerPoint.
