 Background:

The International Committee of the Red Cross (ICRC), an impartial, neutral, and independent organization striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person to fill the position of Communication Officer 2 in Kassala. 

Purpose:  

The Communication Officer 2 is the focal point for communication, community engagement and international humanitarian law for Kassala sub-delegation, and in support to the different operational teams. 

S/he helps positioning the ICRC by conducting presentations, developing proper communication tools, collects operational relevant information, gather content (AV, photos and stories), accompany the teams to do community engagement in support of the operations and supports international humanitarian law and human rights law trainings with different key audiences. 

The officer develops a relevant communication network (journalists and influencers). In close coordination with COOP FO he/she will liaise with the Sudanese Red Crescent on topics related to communication. S/he contributes to setting and implementing communication and prevention priorities, objectives and strategies and supports the orientation, planning, monitoring and evaluation of Kassala’s public and operational communication activities as well as related to international humanitarian law (Prevention). S/he provides technical support to other team members in Kassala SD and contributes to the understanding of the context with relevant analysis and media environment scanning.



 
 Duties and responsibilities:

  • Compiles content and shares it with KHA_COM and KAS MGMT for timely posting / publishing on required internal and external platforms. 
  • Ensures that the SD’s network of interlocutors in the media is regularly updated on the activities of the ICRC and that the network is maintained and expanded.
  • Contributes to the public and digital communication and prevention objectives in line with the priorities of the SD and/or the delegation’s communication and prevention strategy. This is done under the supervision of the Communication/Prevention Manager and in cooperation and coordination with the Head of SD, in line with other program objectives (protection, assistance, health, cooperation).
  • Carries out and evaluates relevant activities and adapts supporting tools with respect to public and digital communication, building National Red Cross/Red Crescent Society public communications capacity in the Kassala SD AoR, ICRC campaigns and information analysis/environment scanning. 
  • With the HoSD, defines operational communication, community engagement and prevention objectives for the geographic or thematic area covered in line with the priorities of the SD and/or the delegation’s communication and prevention strategy. This is done under the guidance of the HoSD and/or the Communication/Prevention Manager, and in line with other programme objectives (protection, assistance, cooperation).
  • Supports the HoSD and (when necessary) the Communication/Prevention Manager in networking with relevant media, in the SD’s AoR, relevant persons for public and digital communication purposes, including AV producers, artists and photographers, influencers, among others that have an impact and/or public communication role. 
  • Works to enhance ICRC acceptance and promote ICRC principles, IHL and other legal norms in support to the Prevention team and Protection Delegates/FOs, gives visibility to the humanitarian situation of the people affected by violence, creates links with communities and different relevant target audiences and addresses any other communication needs of the delegation, following up the communication and prevention strategy.
  • Contributes to the delegation's communications and prevention-related policies, guidance and programs. 
  • Contributes and joins field trips with other departments to different locations/areas to hold dissemination sessions on the ICRC and IHL. 
  • Follows political, security, military, and humanitarian developments, as well as other issues related to the ICRC's reputation/perception and capacity to operate in the geographic area covered, contributes to their analysis, and conducts social media monitoring/environment scanning activities as required

 
 Minimum Qualification, Skills and Experience Required:

  • University degree or equivalent in a relevant field such as communications, political science or journalism.
  • Minimum 3 years’ work experience in a field relevant to communication and/or prevention (preferably with the ICRC).
  • Experience in an ICRC operation and IHL knowledge is an asset.
  • Sound knowledge of the political, social and media environment in Sudan.
  • Fluent spoken and written English and Arabic
  • Computer skills (proficiency in MS Office); familiarity with digital communication tools.
  • Proficiency in IHL terminology, Communication, Interpretation, Writing and editing, Capacity building and Networking
  • Strong knowledge of traditional and social media environment as well as writing and communication skills
  • Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
