 Duties and responsibilities:

Job Summary: 

The education, public health - senior officer will coordinate with different stakeholders, education focal person, ministry of health, partners and other NGOs who are working in the relevant field, to maintain high integration and collaboration for effective and efficient implementation. Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your skills, knowledge and experience will ensure that the country program delivers high-quality programming and continuously works towards improving the impact of this project.

Roles and Key Responsibilities:

  1. Supervise education, public health officers and assist in carrying out quality and timely implementation of education, public health intervention by project staff. 
  2. Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  3. Ensure learning properly accompanies project the education and public health activities throughout the project cycle. 
  4. Through the project manager, coordinate with C4D officer to implement the C4D components related to education and health intervention. 
  5. Support accountability through coordinating the assigned activities evaluation and guiding partners in their efforts to reflect on project experiences.
  6.  Proactively analyze implementation challenges and report any inconsistencies and/or gaps to the project manager to inform adjustments to plans and implementation schedules. 
  7. Coordinate and oversee working relationships with education focal person/ UNICEF and all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.
  8. Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to comply with process standards and procedures. 
  9. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.
  10. Support and coordinate capacity building and technical support to education and public health staff including the project partners to ensure assigned project activities are implemented per project guidelines and standards.
  11. Coordinate provision of any logistical and administrative support to staff and partners.
  12. Ensure project documentation for assigned activities is completed with all required documents and filed as per agency and donor requirements. 
  13. Prepare trends, analysis, reports (weekly, monthly, and quarterly) and documentations of case studies and promising practices and share it with the project manager. 
  14. Support accountability through coordinating evaluation and following MEAL standards. 
  15. Work with MEAL staff in identifying and disseminating lessons learned, best practices, and successful stories. 
  16. Review project documentation to ensure all technical and other requirements are fully maintained as per the agency and donor requirements.
  17. Conduct frequent field visits for monitoring and providing timely feedback and support to CRS and partner project staff.
  18. Represent CRS in the relevant forums with other stakeholders or when PM is absent.
  19. Work closely with the project manager to assist in monitoring budget expenditures and ensure that its consistent with CRS and donor regulations, and liaise with the logistics, administration, and finance departments, initiate and properly complete CRS finance and procurement procedures to ensure punctual and efficient delivery of services and project implementation. 
  20. Perform additional tasks as requested by the project manage.
  21. Contribute, and collaborate with the project manager to strengthen partnerships relevant to education and public health applying appropriate application of partnership concepts, tools, and approaches.
  22. Support partner capacity building to contribute to the agency partnership capacity strengthening strategy.

 

Supervisory Responsibilities: Supervise 2 Education project Officers, 1 Public Health/Hygiene Promoter Project Officer


 
 Minimum Qualification, Skills and Experience Required:

Typical Background, Experience & Requirements:

Education and Experience

•     A Sudanese national.

•     University degree or equivalent preferable in education / or public health /or social science/ or another related field.

  • Experience in community development will be considered.

•     A minimum of six years of progressive experience in the relevant field with National/International NGOs.

•     Previous experience in project design, implementation, reporting and donor relations.

•      Ability to travel outside duty station up to 50%.

•     Ability to work with minimum supervision towards achieving preset targets.

•     Effective team leader/member with strong organizational, supervisory and management skills.

•     Excellent English/Arabic written and verbal communication skills

•     Experience in coordinating and networking activities

•     Computer skills in word processing, power point presentation, e-mail, and spreadsheets

•     Financial management skills.

  • Excellent verbal and written communication skills.
  • Experience in monitoring and evaluation tools and MEAL systems.
  • Staff supervision experience.
  • Experience working with stakeholders at various levels and strengthening community partnerships.
  • Ability to contribute to the development of technical proposals, a plus.
  • Experience analyzing data and contributing to evaluation reports.
