 Background:

DT Global (DTG) is an implementing partner for USAID Project – The Sudan Transition Program – South (STP-S) seeks to strengthen conditions that support a peaceful and prosperous Sudan through increasing engagement of civil society actors, improving access to timely, accurate information, and encouraging citizens to model democratic behaviors. STP-S will be headquartered in Khartoum and will further maintain two regional offices in the South Kordofan and Blue Nile States.



 
 Duties and responsibilities:

The OPLS is responsible for supporting the operational, procurement and logistics aspects of the program including administration, logistics, procurement, and oversight of assets. The OPLS will ensure the administration of program activities and general project administration in accordance with the regulations and procedures of USAID and DT Global.

 

•       Support DT Global’s field presence in Sudan in the areas of operations (office space, equipment/inventory and project vehicles), administration, logistics, and procurement.

•       Ensure cost effective and timely procurement for project operations and programmatic requirements, respecting all established procurement policies and procedures for DT Global as well as USAID rules and regulations

•       Receive and respond to approved procurement requisitions, ensuring that all procurement actions follow the proper sequence, including receiving purchase requests, preparation of tenders, evaluation of offers, issuance of contracts, and taking delivery of goods and services

•       Verify that appropriate authorization and approvals are in place prior to procurement 

•       Conduct market surveys on request and maintain file on market prices for commonly bought items

•       Collect quotations and bids from the market for purchase requests as assigned 

•       Participate in bid evaluations and prepare requests for exemption from competition, if needed

•       Actively participate in the daily identification of programmatic procurement activities

•       Assist Program and Operational personnel in regular procurement planning meetings as required

•       Assist staff as needed on creating clear and concise purchase requests and other documentation

•       In coordination with the Grants Management Unit (GMU), ensure that payments for purchases are based on the approved budget and the availability of funds.

•       Inform the GMU of the differences between the actual costs of goods and services and the approved activity budget, and make suggestions for modification or reallocation of funds for the same activity when needed.

•       Provide the necessary information and documentation on purchases to GMU for procurement-based activities, and upload these to appropriate database.

•       Ensure update of the inventory of the property for activities and the inventory of Non-Expendable Property (NXP) equipment for operations and procurement related purchases.

•       Ensure formatting of project deliverables with the proper donor branding and marking requirements and Maintain paper and electronic records of purchases made for operations and activity implementation.

•       Maintain professional communication with all suppliers; keeping record of all key suppliers, updating vendor lists on a regular basis 

•       Follow up with vendors to ensure timely delivery of goods and services, ensuring documentation of receipt and delivery of all materials

•       Update and maintain procurement tracking systems of all Purchase Requests by maintaining PR master lists/Procurement Databases

•       Ensure that all DT Global procurements are legal, ethical, and allowable

•       Verify the delivery of materials and the accuracy of the invoice 

•       Coordinate with the Finance Unit to ensure that invoices from vendors are paid on-time

•       Ensure the maintenance of thorough procurement files as outlined in the procurement policies

•       Travel to project’s areas of operations as directed and needed

 

Logistics

•       Coordinate the delivery of items and verify the completion of Goods Received Notes, storage of items and transfer of items to field sites and beneficiaries

•       Prepare status reports on deliveries and receipt of supplies

•       Ensure all relevant documents and transit and goods insurance coverage are obtained for road and air cargo movements before start of transportation

•       Recommend optimal transportation modes, routing, and equipment type, for delivery of goods to the field sites

•       Coordinate all cargo shipments, collaborating with the operations or program teams as necessary to ensure prompt, efficient and cost effective shipments to program activities or sub-offices

•       Ensure effective coordination of goods being dispatched and have organized loaders, storage, and transportation for items being delivered 

•       Liaise with DT Global HQ staff on operations, procurement and logistics including HQ and consultant travel, lodging, residence, and office space management.

•       Other tasks as assigned by supervisor.


 
 Minimum Qualification, Skills and Experience Required:

•       At least 4 years of experience in large scale procurement and supply chain management with an international business, including USAID or other donor funded implementing partners in international development and humanitarian programs

•       Previous experience carrying out procurement for in-kind grants preferred

•       Strong organizational skills; ability to interact effectively with international and national personnel

•       High level computer skills on MS Office applications (Excel, word, Outlook) 

•       A demonstrated ability to multi-task and meet deadlines under pressure

•       Ability to travel within the entire area of implementation

•       Strong knowledge of transport and logistics limitations in Sudan 

•       A clear understanding of procurement ethics and Sudanese compliance is essential

•       Oral and written fluency in English is preferred but not required 

•       Effective written and oral communication as well as interpersonal skills

•       Demonstrated problem solving and analytical skills and good judgement

•       Be proactive, have strong prioritization skills, and ability to work in a diverse, multi-cultural environment

•       Possess demonstrated leadership skills, humility, and self-awareness

•       Position open to Sudan nationals only.
