 Background:

DT Global (DTG) is an implementing partner for USAID Project – The Sudan Transition Program – South (STP-S) seeks to strengthen conditions that support a peaceful and prosperous Sudan through increasing engagement of civil society actors, improving access to timely, accurate information, and encouraging citizens to model democratic behaviors. STP-S will be headquartered in Khartoum and will further maintain two regional offices in the South Kordofan and Blue Nile States.



 
 Duties and responsibilities:

The Monitoring and Evaluation Manager (M&EM) is responsible for managing Monitoring, Evaluation and Learning (MEL) Specialists of the program and leading all communications efforts. The M&EM will ensure each MEL Specialist is properly trained in MEL procedures and standards, regularly review their work in order to build their capacity, provide quality control, and as directed will take part in key MEL activities personally such as leading cluster evaluations and helping develop baseline, mid and final surveys (to be conducted by an outside company). Additionally, the M&EM will oversee and coordinate overall Monitoring, Evaluation and Learning (MEL) activities, and help develop data collection and storage procedures for tracking and monitoring deliverables. The M&EM will also assist with drafting standing (weekly, monthly, quarterly, annual) and ad hoc project reports, success stories, and other communications materials as requested by DT Global’s and DT Global’s client.

 

•       Provide overall support, advice, and oversight on program-level monitoring and evaluation;

•       Support and advise colleagues on activity-level monitoring and evaluation efforts, ensuring quality and consistency across offices.

•       With support from USAID/OTI, contribute to the design, implementation and ongoing revision of an M&E system that adheres to USAID/OTI guidance and meets the needs of the program for learning, analysis, and reporting.

•       Help identify, analyze, and synthesize lessons learned from program implementation and facilitate the incorporation of those lessons into the activity development cycle.

•       Manage MEL Specialists as assigned and ensure they are properly managing their workloads and communicating any needs for support

•       Support the professional development of team members by providing regular feedback and support, including completing bi-annual performance appraisals

•       Provide regular trainings for MEL Specialists and other staff to ensure everyone understands MEL requirements at both activity, cluster and national levels

•       Backstop MEL Specialists as needed – travel to field sites to directly conduct MEL activities and training, such as key informant interviews and focus group discussions in support of activity level MEL

•       Develop key M&E documents; baseline, mid, and final surveys; cluster evaluations or other qualitative M&E tools

•       Contribute to the development of program indicators to be measured to help gauge success in the overall program objectives

•       Ensure that appropriate MEL plans are in place to gather all data necessary to successfully report against the program indicators

•       Regularly review the work of each MEL specialist to ensure they are following MEL’s policies and submitting high quality work – inclusive of activity-level MEL plans, activity notes, activity evaluation forms

•       Ensure all MEL products maintain a level of quality consistent with USAID expectations

•       Develop data collection and storage procedures for monitoring deliverables. 

•       Update the Quality Assurance Surveillance Plan (QASP) annually and as-needed basis

•       Collect input from the programs and operations teams to draft reports noting progress and quality of performance in meeting activity goals in the program

•       Identify topics for and draft success stories as needed

•       Draft ad hoc reports of diverse subjects as directed by supervisor 

•       Other tasks as assigned by supervisor.


 
 Minimum Qualification, Skills and Experience Required:

•     University degree in relevant field required. Masters degree preferred.

•       A minimum of four years of progressively responsible relevant work experience in monitoring and evaluation, social science research, journalism, or a similar field.

•       Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups.

•       Proficiency with software such as Microsoft Word, Excel, and Access; familiarity with statistical software (SPSS or others) is highly desired.

•       Strong analytical skills and writing abilities.

•       Experience in a diverse and fast-paced work environment.

•       Experience working with donor-funded projects.

•       Fluency in written and oral English and Arabic is required.

•       Position open to Sudan nationals only
