Chemonics International is hiring for a new USAID program that aims to support civil society organizations and independent media to advance key transition priorities. The implementation of this program requires a highly integrated and dynamic team approach to creative, coordinated, and effective program implementation in order to meet the program’s objectives.
Background: The USAID/Office of Transition Initiatives (OTI) Transition to New Sudan (TNS) program aims to support the consolidation of Sudans democratic transformation through activities that 1. Strengthen civic engagement; and 2. Expand independent media. The MEL Manager will report directly to the MEL Director or their designee to achieve TNS objectives. |

Duties and responsibilities: Working under the direction of the MEL Director, and working closely with the MEL team and program staff, lead the design, implementation, and ongoing revision of the programs MEL system, ensuring that it adheres to USAID guidance and meets the needs of the program for learning, analysis, and reporting. Support and/or lead development of MEL plans, including reviewing MEL plans completed by other staff, and contribute to implementation plan development . Support periodic and ad hoc program MEL reporting as directed. Supervise, train, and mentor MEL team members, and organize/lead training and learning events to build broaderTNS staff capabilities to support MEL efforts. Build partner capacity around MEL concepts, tools, and processes, adaptive management, and training to determine performance indicators . Provide input and advice on procurement of MEL third-party services and/or support management and oversight of third-party MEL services, as needed. Lead and manage program-level evaluation efforts, including the development of research efforts that examine higher-level outcomes and utilization of external MEL resources . Help identify, analyze, and synthesize lessons learned from program implementation and ensure lessons and best practices are incorporated into future activities. Provide recommendations for activity-level or program direction or re-direction, as indicated by research and data analysis As directed, conduct annual data quality reviews of indicators and data collection and reporting procedures to ensure validity, reliability, timeliness, and precision of data collection methods Support task management and prioritization across the MEL team Perform other tasks as assigned by the MEL director, OTI field team, and/or chief of party or his/her designee to ensure efficient and smooth MEL support. The MEL manager supervises one or more MEL Officers and reports directly to the MEL Director |

Minimum Qualification, Skills and Experience Required: Experience in a similar position in terms of the job tasks and responsibilities outlined above, previous experience working in a development context, experience working with government representatives, donors, and non-governmental organizations. Education: university-level degree in monitoring and evaluation, statistics, economics, international development, or other relevant area. At least five years of relevant professional experience, i.e., developing and implementing M&E or MEL systems, research, and/or reporting Proven strong analytical skills, including experience using statistical software and data visualization applications preferred. Demonstrated professional excellence, excellent communication skills and writing ability. Proficiency with standard office software, including Microsoft Word and Excel Fluent spoken and written Arabic and strong English language skills required |
