Salary:              Range $1000 - $1,200 month (salary is commensurate with experience)

Travel:              10%

 

The Near East Foundation (NEF) is seeking candidates for Finance Officer, to be based in its CDS office. NEF is a non-profit international development organization that has supported livelihoods recovery and community-based economic development in the Middle East, Africa, and Caucasus since 1915. NEF draws on local teams, experience, and partnerships in these regions to create community-led solutions to improve livelihoods and local governance among conflict and crisis-affected groups, while maintaining neutrality and ensuring inclusiveness in our approach. Working through a network of country offices and local partners, NEF has operations in ten countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, South Sudan, and Syria. Our programs are organized around three themes: Inclusive Economic Development, Climate-resilient Development, and Stabilization and Peacebuilding.

Position Description:

The Finance Officer is a key member of the Near East Foundation CDS team in Sudan. The FO will ensure that appropriate accounting controls are applied to the projects in accordance with donor regulations and that all financial reporting is on time and meets the requirements of the donors and NEF.



 
 Duties and responsibilities:

Under the overall supervision of the Finance Manager, the Finance Officer will have the following duties and responsibilities:

 

Finance Responsibilities:

  • Assist NEF Finance Manager in overseeing financial management of the projects within the context of NEF, and donor policies and procedures.
  • Ensure all transactions are made in accordance with NEF policies and procedures.
  • Make payments for all goods and services which have been approved by the Country Director, the Financial Manager or/and the Project Coordinator.
  • Keep an up-to-date balance and send the cash status to the Finance Manager on a daily basis.
  • Monitor the project cash flow to ensure that funds are available before making any payments, and provide regular cash flow projections to the NEF Finance Manager.
  • Assist in monitoring expenditure against budget, investigate variances, and provide explanations and projections as required. 
  • Assist in the smooth running of project activities by ensuring that funds are available as and when needed.
  • Support internal and external auditing of project activities as and when required.
  • Maintain a good filling system for all Finance documentation.
  • Ensure all transactions are made in accordance with NEF policies and procedures, and are recorded in Sage software on a timely basis. 
  • Assist in the preparation of financial reports by ensuring that any supporting documents required are provided.

 

 

 

Other responsibilities

  • Any other duties relating to the nature of the job as requested by the supervisor or delegate.

 
 Minimum Qualification, Skills and Experience Required:

Key Qualifications:

  • University degree in a relevant field such as Business Administration, Economics, accounting etc;
  • At least 3 years of related experience in Finance.
  • At least 2 years of experience working for international non-governmental organizations;
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail;
  • Excellent communication and interpersonal skills;
  • Experience designing and using databases;
  • Previous experience working on USAID, UNDP, or other internationally funded projects;
  • Fluency in Arabic and English, both written and verbal;
  • Experience working in remote locations especially in CDS.
  • High-level of knowledge and practice with Word, Excel, Outlook, etc. required.
