 Background:

The Organization:

 

Search is an international conflict transformation NGO that aims to transform the way individuals, groups, governments, and companies deal with conflict, away from adversarial approaches and towards collaborative solutions. Headquartered in Washington DC, USA, and Brussels, Belgium, with 55 offices in 34 countries, Search designs and implements multifaceted, culturally appropriate, and conflict-sensitive programs using a diverse range of tools, including media and training, to promote dialogue, increase knowledge and determine a positive shift in behaviors. Operating in Sudan since 2009, Search has developed and implemented innovative peacebuilding programs in collaboration with local Sudanese NGOs. Our work in Sudan seeks to empower women and other marginalized groups and encourage greater inclusivity in the peace processes and governance in Sudan. 

 

The Project:

 

Traditional leadership and power structures in Sudan are primarily made up of older male leaders, the 2019 peaceful revolution provided the opportunity for youth and other marginalized groups to demand more inclusive systems. As the recent military takeover has exacerbated local conflict dynamics and intergenerational divides, political turmoil, and civilian protests; in historically conflict-ridden states, such as South Kordofan, it will be imperative to bridge the fault lines between traditional peace structures and emerging youth leaders, if they are to respond to these complex dynamics and achieve enduring peace effectively. In this project, Search for Common Ground (Search), Badya Centre for Integrated Development Services (Badya), and Um Serdiba Organization for Development (Um Serdiba) propose to address these conflict dynamics by 1) increasing the knowledge and capacity of diverse youth leaders and peace actors; 2) providing opportunities for these groups to gradually build trust and relationships, and then 3) ensuring that key successes are amplified to leaders and decision-makers in nine communities of eastern South Kordofan. By demonstrating the positive benefits of inclusive models of leadership, this project will begin to shift traditional models of peacebuilding that have neglected to address some of the root drivers of violent conflict in South Kordofan

 

The Assignment:

 

Search for Common Ground (Search) is seeking a consultant who can carry out baseline and assessment of peace structure for project title: Fostering locally-led, inclusive peacebuilding across generations in South Kordofan.  We are primarily interested in collecting baseline values for the key project indicators and assessing whether the project’s theory of change resonates with targeted communities and their needs and is relevant to the current context.

 Duties and responsibilities:

  • Search expects the following deliverables from the external consultant(s) as they correspond to the timeline and budget:
  • An inception report detailing the methodology, data collection tools and implementation plan including data collection, analysis and report.
  • Any necessary training of data collectors or set-up of systems for data collection
  • Supervision and participation in data collection
  • Debrief after data collection and presentation of preliminary findings
  • Oversight of data coding and analysis
  • All original data submitted to Search
  • Two separate draft reports for baseline and assessment in English, for review by Search staff and partners
  • Two final reports in English (15 pages max in length each, excluding appendices) consistent with Search branding and standards for baseline and assessment  report

 
 Minimum Qualification, Skills and Experience Required:

  • The following skills and experience are expected by Search for our evaluator for this project:
  • Proficiency in English and Arabic  (written and spoken)
  • More than 5 years of experience in project evaluation, including collecting data in interviews, surveys, and focus groups
  • Experience in conflict analysis and working with justice and civil society sectors
  • Experience working with international organizations
  • Experience conducting quantitative surveys and analysis
  • Evaluation methods and data collection skills
  • Familiarity and experience with contextual challenges in the geographic location(s) where the study will take place.
