 Background:

CARE  international in Sudan (CIS) has been working in Sudan since 1979.  Initial projects focused on improving water supplies, forestry conservation, and assisting refugees fleeting war in Eritrea.

Today, we work primarly in East Darfur, South Darfur, South Kordofan, Kassala, Gedaref and Khartoum , and focus on providing relief services to internally displaced people, assisting conflict-affected populations to restore livelihoods, and promoting peace and stability.  Current activities include improving water and sanitation.  Women empowerment through economic justice, hygiene education, primary health care, nutrition and livelihood support

 



 
 Duties and responsibilities:

CASH Programme set-up (20% time) 

The role holder is responsible to assess, design, implement and monitor all CARE cash programmes in the country, key responsibilities as below. 

  1. Support the development of overall guidance notes for cash programming in Sudan including SOPs for multi-purpose cash, cash for work, and value voucher assistance. 
  2. Support the development of tools for every step of cash assistance, including market assessment, vendor selection, safety and security management, beneficiary registration, beneficiary verification, distribution, redemption, and reconciliation. Ensure all tools are gender sensitive. 
  3. Assist in developing a gender sensitive assessment tool to ensure the CASH programming is properly mapping gender needs to inform the Cash projects.

Program Design and Implementation (30% time)

  1. Lead the program team to design and conduct market assessments in relation to CVA and market-based approaches across all sectors.
  2. Lead proposals development in line with CARE’ approaches and tools, including the due social protection consortium project.
  3. Ensure that all sectoral program components such as Health, Nutrition, WASH, and FSL of CVA programming, are technically robust and implementation is aligned with CARE SoPs and policies.
  4. Oversee any cash-projects or cash-components within larger projects during the period of deployment.
  5. Ensure gender needs, concerns and capacities are centered in phases of the projects including assessment, design, implementation, monitoring and evaluation.

Team and information Management (30 % time)

 

  1. Supervise and provide technical support to programme staff during projects implementation, including social consortium project.
  2. Monitoring daily implementation including staff coaching, mentoring, and training. 
  3. Contribute to the implementation of CARE SOPs, address challenges, and document learning for further mitigation. 
  4. Provide technical support on CVA, related to information management, to project teams in the field.
  5. Manage the data processes of this project: design, implementation, analysis, and reporting of ‘cash’ data (registration, PDM, accountability).

 

Representation (20 % time)

  1. Coordination and collaboration with the social protection consortium partners, key agencies in cash programming, and government authorities. 
  2. Representation and participation in the Sudan Cash Working Group (CWG), including the Strategic Advisory Group (SAG), and all other coordination mechanisms whenever needed.
  3. Coordinate with CARE’s global CVA groups as CARE CVA Focal Point and contribute, to training, knowledge management, and SoPs.
  4. Represent CARE at donor meetings for general partnership development, proposal development, and presentation and status presentation of existing grants.
  5. Ensure the delivery of timely and accurate reports to the CASH Specialist and the Humanitarian Programme Coordinator.

The job holder will be reporting to the CASH Programme Specialist and the Humanitarian Programme Coordinator. Also, S/He accountable to the Deputy Country Director-Programmes and the Global Cash Advisor. 

 

 Working Conditions:

  • As stated in the terms of contract and the CI Switzerland HR manual, the job holder is responsible to adopt all polices, regulation and values of the organization.
  • The post holder will be based in Khartoum, with regular travel to the operational field offices in South Darfur, East Darfur, Kassala, Gedaref and South Kordofan (30% travel).
  • Darfur is a security sensitive area, and the officer shall comply with, and be facilitated to operate within, the framework of the CI Switzerland safety protocols.

 


 
 Minimum Qualification, Skills and Experience Required:

  • Has a Bachelor (BA) or MA Degree from a recognized university in business management, accounting and finance, economics and related filed.
  • At least 4 years proven work experience in humanitarian organization(s) in CVA programming preferably with refugee related programmes, or project management in relief and recovery programmes. Experience in coordinating a consortium or Multi-agency programmes is an added value. 
  • Extensive work experience in information management, digital payment system, data management and system administration, data analysis & MEAL.
  • Field experience in CVA programming, preferably working with digital tools and platforms.
  • Excellent verbal and written communication skills in English and Arabic. 
  • Advanced certification in Cash and Vouchers Programming is a plus.
