 Background:

The Carter Center is officially registered by the Government of Sudan as an International Organization, assisting the Sudan Federal Ministry of Health by providing technical and financial support for four national disease control programs; Guinea Worm Eradication Program, Trachoma & River Blindness Elimination Programs, Lymphatic Filariasis Elimination Program, in addition to the Public Health Training Initiative Program.

Also, the Center is implementing an initiative to launch a nationwide Youth Citizen Observer (YCO) Network to strengthen the role of young women and men, who, through independent grassroots monitoring, local peacebuilding, public reporting and advocacy, will help expand youth political participation and protect civic space.

 Duties and responsibilities:

The Information and Technology Manager’s primary responsibility is to support the IT needs of The Carter Center, Sudan.  Duties include but are not limited to:

  1. General
    • Plan, organize and direct IT activities across the program in Sudan. 
    • Develop an IT policy, technical standards, templates and guidelines for general IT Management, as well as standard operating procedures for management, care and repair of all TCC technological assets.
    • Provide IT recommendations to TCC administration and coordinate these with Atlanta IT when necessary.
    • Actively participate in IT projects coordinated with Atlanta IT.
    • Participate in procurement activities as required.
    • Ensure all IT systems conform to IT standards and policies of the Carter Center.
    • Travel all offices to provide on-site IT support as required.
  2. Internet
    • Actively monitor all TCC Sudan internet facilities to determine performance.
    • Work with internet service providers to ensure agreed upon service levels are maintained and escalate promptly if they are not.
    • Coordinate selection of and contracting with internet service provider(s).
    • Be the primary point of contact between the office and the internet service providers(s).
    • Manage inventory of all internet hardware in use throughout the country, including where the hardware is located.
  3. IT Infrastructure
    • Install and maintain any required infrastructure.  This may include firewalls, wireless access points, switches, servers and wiring. This requires at least a base level of understanding of networks.
    • In consultation with relevant senior management, maintain and update firewall controls in order to maximize functionality and security of the IT infrastructure
    • Keep an inventory of all IT infrastructure elements.
    • Work with Atlanta IT as required to support the TCC Sudaninfrastructure.
    • Maintain vendor relations as required to ensure efficient warranty services.
    • Request or set up new users with email addresses and any other required licenses. 
    • In some cases, participate in administering shared platforms such as Office365, and Service Desk as directed by Atlanta IT.Experience with Office365 is preferred.
    • Support development of a coordinated cloud-based filing system, the support should include at least: i) guidance for departments in a unified TCC Sudan filing structure and system, and ii) training for staff in the correct usage of cloud-based filing systems and co-functionality with their designated computer’s filing system.
  4. IT Asset Support
  5. Work with TCC Sudan Asset Manager to ensure a clear separation and comprehensive duties list exists given the close relation between IT Assets for these two roles.
    • Computers: 
      • Be able to set up and maintain staff computers. This includes installing software such as Microsoft Office.It also means making sure computers are up to date and meet security criteria by maintaining compliance with Kaseya and Kaspersky.
      • Give recommendations regarding purchase of computers and software.
      • Provide first line of support for staff computer issues.
      • Coordinate the repair process, including tracking and managing repair history.
    • Printers and Copiers:
      • Ensure proper functioning of all TCC printers and copiers and initiate repair and servicing when necessary.
      • Input to the printer and copier replacement schedule.
    • Thuraya
      • Provide initial inspection of all non-functioning Thuraya’s. When necessary, initiate submission of broken assets to Thuraya in Khartoum, Sudan. 
      • Coordinate the repair process, including tracking and managing repair history.
    • BGANs
      • Provide initial inspection of all non-functioning BGANs. When necessary, initiate submission of broken assets to appropriate authority. 
      • Coordinate the repair process, including tracking and managing repair history.
  6. IT Capacity Development and Strengthening 
    • Provide an IT training schedule with minimum requirementsfor staff either directly or in conjunction with Atlanta. Training includes but is not limited to basic computer skills (Outlook, Microsoft Office tools, etc.), and basic troubleshooting. 
  7. Security 
  • Ensure IT equipment (particularly laptops) have necessary restrictions to prevent specific asset or greater organization network compromise.
  • Develop,implement, and track departmental practice in regard to, a backup and recovery plan.

 

Other duties as required.

 


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor's degree in Information Technology, Computer Science, Information Systems, or a related field, or equivalent experience
  • Master’s degree is an addition
  • At least 5 years of experience working in IT operations
  • Experience leading and managing large IT projects and rolling out IT infrastructures across various technologies
  • Excellent working knowledge of computer systems, security, network and systems administration, databases and data storage systems, and phone systems
  • Strong critical thinking and decision-making skills
  • Excellent project management skills and strong ability to prioritize
  • Firm grasp on IT infrastructure and operations best practice

 

Communication Requirements:

  • Good communication skills, both oral and written.
  • Ability to translate technical issues and concepts into organization language.
  • Regular and timely communication of request/incident status.
