 Background:

The primary function of the Country Safety and Security Manager is

providing assistance to the Country Director and country program, as assigned, on all issues of safety and security as they relate to staff at a program site. The Safety and Security Manager over sees daily safety and security management of a country program site location and manages Safety/Security Officers as well as trains and mentors Safety/Security Focal Points. The Safety and Security Manager will monitor and assess safety and security conditions and makes recommendations to the Country Director as appropriate.

 



 
 Duties and responsibilities:

  1. Safety and Security Management
    • Develop and update the safety/security guidelines, SOP’s and Contingency Plans
    • Supervise and train national counterpart and safety/security officers and monitor safety and security activities to ensure that policies and procedures are implemented.
    • Ensure that all IMC’s premises (offices, guest houses, warehouses) comply with the safety standards of the government and IMC.
    • Ensure internal incident tracking system is utilized properly and perform incident mapping and analysis
    •  Monitors the safety and security preparedness of country staff and works with CD to enforce staff compliance with internal policies and SOPs
    •  Act as a key member of the Field Incident Team when required during a crisis so that safety policies and procedures are implemented
    • Ensures logistics follows a servicing and maintenance schedule for vehicles
    • Audits communications equipment and facilitates communications-related assistance when necessary
    • Recommends changes in country safety and security plans to CD and DGS as needed
    • Ensure induction safety and security briefings are conducted to all arriving staff, visitors or volunteers
  2. Compliance
  3. Ensure weekly reports are completed and sent to headquarters, providing timely updates of all situation
  4. Conducts and submits Risk Assessments of programs, as required.
  5. Conducts and submits full Site Surveys of every site visited
  6. Conducts and submits Trip Reports of all field deployments.
  7. The above should be completed using the approved templates,
  8. Human Resources
    • Oversee the recruitment and selection of qualified national field staff, recommend promotions, disciplinary action and termination of staff in consultation with the Country Director
    • Make frequent site visits to facilities to carry out assessments and ensure appropriate care and training are being conducted
    • Maintain open lines of communications with all field staff
    • Ensure National Staff provide security clearance certificate and BI was done.
  9. Training/ Capacity Building
    • Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability
    • Works with GST and CD to conduct any staff training that is warranted.
  10. Working Relationships
    • Maintain excellent working relationships as a member of the country team senior management.
    • Build strong professional relationships with UN agencies, local authorities and other NGO’s
  11. Representation
    • Attends coordination meetings and updates CD on current issues
    • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors .
    • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.”

 
 Minimum Qualification, Skills and Experience Required:

  • Five years of work experience in Safety and Security Management in emergency as well as development settings
  • Must have experience in unstable and resource deprived environments
  • BSC or Master degree in Safety & Security Management
  • Strong understanding of cultural, political and religious environment in the region, and be able to live and work successfully in those environments
  • Experience in the management of disaster relief personnel in hazard area

  • International Medical Corps (IMC) offers a very competitive salary and benefit to its employees. The employee shall receive a monthly gross salary of USD 957
  • Additionally, IMC offers different package of allowances including 21.03 USD as medical allowance per month. IMC also pays one-month basic salary as bonus once every year during Ramadan month {Eid Alfitr}
