 Background:

PURPOSE OF POSITION

 

the FSL Coordinator will be responsible for the overall implementation and management of the FSL part of the project at Blue Nile state.  

The position includes daily, weekly, and monthly planning, implementation, supervision, monitoring, reporting, and evaluation of all project components assigned. The person will provide technical, administrative, financial, and human resource coordination oversight in accordance with WV policies and donor requirements. S/he will ensure effective and efficient implementation of the projects including ensuring visibility and effective communication with all stakeholders. 

The Coordinator shall fully comply with safety and security procedures, child-safe organizational policies of WVI, and program/humanitarian accountability practices. The Coordinator is also expected to ensure partners’ (local NGOs, private sector actors, etc) adherence and accountability to the same. 

The post holder will also support Technical FSL and Nutrition emergency programming activities early recovery and resilience-oriented programming, Nutrition SMART survey, FSL Cluster, and Nutrition Cluster activities in collaboration with World Vision Sudan staff and key stakeholders and will assist the Associates' Director in program coordination, monitoring, and reporting

 



 
 Duties and responsibilities:

(50%)
  1. Implementation, Monitoring, Reporting, and Evaluation 
  • Facilitate baseline survey - to establish benchmark values for measuring performance of project indicators.
  • Lead the process of identifying project target villages and beneficiary selection in collaboration with key stakeholders and on the basis of agreed selection criteria. 
  • Coordinate the implementation of project activities according to approved objectives, plans of action, and budgets and provides technical support, guidance and day-to-day supervision to project’s staff, to ensure proper implementation.
  • Compile, update and keep project activities implementation records (such as beneficiary’s selection process and lists, distribution lists, and beneficiary’s profiles).
    • Update project DIP and budget on a regular basis to reflect changes that need to be incorporated in to the project activities.
    • Work in conjunction with WV Sudan Technical Program team to ensure program quality standards are adhered to. 
  • In collaboration with other departments such as Supply, M&E and Finance, develop project performance tracking tools (work plans, PMPs, expenditure plans, procurement plans etc.) and oversee the utilization of these tracking tools to ensure effective and efficient delivery of projects
  • Provide timely scheduled and ad hoc reporting on implementation progress to donors, WV Sudan Senior Leadership Team (SLT) and other stakeholders including HAC and government line ministries.
  • Lead and support implementation of activities assigned to the national partners and give necessary technical and other guidance to partners. 
    • Ensure that lessons learnt are documented, shared, and applied during the project life and feed into future proposal designs.
    • Work closely with the M&E team to ensure key components of accountability (such as information sharing, beneficiary feedback mechanism, and participation of beneficiaries) is in-place and adequately practiced and documented.
    • In conjunction with World Vision Sudan M & E Advisor, coordinates the final evaluation of the project.

  1. Coordination, Strategy support and Donor Relations 

 

  • Liaise with local partnering NGOs to ensure smooth implementation of the project activities, effective operation, management, and appraisal of project staff.
  • Ensure active community involvement and participation in project implementation.
  • Prepare and submit project updates as needed.
  • Provide technical support for the designing, implementation, monitoring, and evaluation of Food Security and Livelihoods (FSL), early recovery and resilience-oriented projects for WV Sudan Programs, as needed.
  • Support and manage FSL need assessments and surveys aimed at determining community needs for emergency, early recovery, and resilience program interventions.
  • Work closely with Strategy, Program Quality and Evidence Department to build and sustain WV Sudan’s emergency, early recovery, and resilience   portfolios 
  • Host donor site visits in collaboration with WV Sudan South Darfur concerned staff and local partner NGOs.
  • In conjunction with WV Sudan South Darfur Program concerned staff; local line ministries; and community beneficiaries ensure the sustainability of the project.

  • Financial Management and Compliance 
  • Monitor monthly expenditures in consultation with the Project Manager and the Finance Coordinator in order to take timely corrective actions and ensure that project expenditures are within budget. 
  • Ensure WV and the agreed financial systems and policies are adhered to.
  • Ensure compliance to internal World Vision Sudan and donor regulations in the implementation of the project – including the management of funds sub-granted to local NGOs.
  • Ensure timely submission of budget variance explanations to finance team and other relevant stakeholders.
  • Work closely with finance team to ensure appropriate record keeping is maintained on all donor related financial documents to facilitate the timely reconciliation and liquidation.

  • Provide technical support to and build the capacity of WV Sudan and Partner NGO Staff 

 

  • Provide technical support to WV Sudan staff, partnering local NGO staff, and staff of line ministries in project implementation.
  • Supervise and manage the performance of Project Officers and other staff in the project
  • Ensure that project staff get on the job coaching on project field activities. 
  • Support and build the capacity of partner NGO staff in different aspects of project management, including quality assurance, monitoring, and evaluation.

 


 
 Minimum Qualification, Skills and Experience Required:

  1. Minimum of 3 years experience in Project Management preferably in large grant-funded food security and livelihoods, early recovery, or resilience interventions.
  2. Minimum of 2 years of Staff management experience, including supervision and capacity building. 
  3. Experience working in a cross-cultural environment.
  4. Cross-cultural sensitivity, flexible worldview, emotional maturity.
  5. Ability to work in and contribute to a team-building environment.
  6. Willingness to live and travel in harsh conditions 
  7. Knowledge and awareness of Sudan or a similar fragile context 
  8. Bachelor's degree in Agriculture from an accredited university. 
  9. Training and/or good level of MS excel, MS word, and other Microsoft applications.
  10. Fluency level in English, written and spoken.
  11. Experience in working on major donor budget preparation and management is a definite advantage. 
  12. Training or proven financial management experience
  13. Advanced understanding of risks particularly in a fragile and insecure environment and proactively planning to mitigate risk.
