 Background:

The Carter Center Health Programs in Sudan support the Federal Ministry of Health(FMOH) River Blindness (RB) and Lymphatic Filariasis (LF)programs. The River Blindness and Lymphatic Filariasis Program Manager (RB/LFPM)assistsin the elimination of River Blindness and Lymphatic Filariasis from endemic areas in Sudan. 

 

The RB/LFPM will assist the National Programsto implement interventions through theapplication of the Mass Drug Administrationto stop the spread of infection through interrupting transmission; and controlling morbidity to alleviate the suffering of affected populationsin Sudan.The position works to facilitate implementation of work plans and to ensure communication towards work plans is consistent amongst The Carter Center Sudan office, the FMOH and The Carter Center Atlanta as well as amongst other partners. The RB/LFPM will also be responsible to support official meetings, co-ordination activities, proposal writing, coalition building, report compiling, operational research development and presentations as requested. Despite being based in Khartoum, this position includes supportive supervision to field teams and will require travel throughout Sudan.

 Duties and responsibilities:

Terms of Reference

 

Under the direct supervision of The Carter Center Senior Country Representative (SCR) to Sudan, theRiver Blindness and Lymphatic Filariasis Elimination Program Manager will coordinate and plan activities to support the federal and state authorities. The RB/LFPM will perform, as appropriate, the duties listed below:

 

  • Technical Duties:

 

  1. Assist the FMOHto oversee the programs’ technical strategy, work plan and implementation in the field and support operational/administrative needs of the technical teams. 
  2. Serve as the direct technical contact and advisor to Carter Center Program Officers (PO) and FMOH Public Health Officers (PHO).
  3. Assist with planning and coordinating interventions under the “GPELF”strategy for Lymphatic Filariasis MDA elimination and surveys for River Blindness. This includes: providing technical support to the FMOH for mapping both diseases in suspected endemic areas; conducting impact assessments in assisted areas; planning outreach campaigns; coordinating the planning, training, and launching of mass drug administration (MDA) activities; and supervising routine health education sessions.
  4. As requested, work collaboratively with the FMOH to develop and update training curricula, technical Standard Operating Procedures (SOPs), and technical recording tools.
  5. When necessary, ensure COVID-19 related SOPs are adhered to during program planning and implementation. 
  6. Collaborate with trachoma implementation partners and support the FMOH RB and LF Program Coordinators and the Director of Neglected Tropical Diseases at the national level in coordinating partner meetings, annual review meetings, and reporting RB and LF activities to the World Health Organization and other partners as required by the National Program.
  7. Assist with development of documentation needed to conduct operational research in Sudan. 
  8. Assist with documentation of program activities, such as manuscripts for publication, case studies, toolkits etc. 
  9. Update and design River Blindness and Lymphatic Filariasis health education materials and other program related materials as needed. 
  10. Engage with stakeholders and partners at the national, state and locality level for purposes of strengthening capacity in Sudan. 

 

  • Supervisory and administrative duties as assigned: 

 

  1. Ensure consistent communication amongst FMOH, and The Carter Center Sudan and Atlanta.
  2. Provide supportive supervision to Carter Center POs. Supportive supervision is inclusive, but not limited to: conducting trainings for new POs, providing supervisory field visits, ensuring appropriate responses to any programmatic issues, and ensuring field teams understand and have developed plans for implementing technical directives from theFMOH. 
  3. Conduct supervisory field visits, to assess status of intervention delivery and overall strength of the program. RB/LFPM should ensure supervisor visits are well planned and targeted to assess strength and status of intervention delivery. The RB/LFPM is expected to provide verbal and written feedback to field teams, and follow-up on any plans to address gaps and shortcomings.
  4. Ensure POs and PHOsunderstand and adhere to RB and LF technical guidelines. This includes ensuring technical plans and intervention delivery are efficiently implemented.
  5. Review and adapt theprogram’s programmatic calendar to ensure priorities are met.
  6. Ensure POs and PHOs utilize approved training curricula in the field which adhere to RB and LF guidelines, norms, and principles. 
  7. Assist POs in developing monthly program budgets and logistic requests. 
  8. AssistPOsto plan and execute comprehensive logistics plans to efficiently support intervention and training supply availability. 
  9. Support the performance evaluation process for all staff under his/her direct supervision with comprehensive actionable recommendations provided to staff where needed.
  10. Assist with establishing and strengthening Carter Center and/or RB/LF elimination program regional offices as needed.
  11. Coordinate with the appropriate Operations Manager to ensure proper ordering, delivery and transport, storage, and maintenance of all RB/LF elimination program support materials so that there is no disruption in program activities.
  12. Assist SCR and finance office with development of fiscal year budgets and supporting narrative. 
  13. Follow the instructions provided by the SCR for managing the funds provided for support of RB and LF activities.  Keep accurate, up-to-date accounting records, including payment vouchers and receipts, and review that accounting, with full transparency, with the SCR.

 

  • Reporting and Representation:

 

  1. Assist with monthly reporting to the FMOH and SCR, detailing activities, highlighting issues that need resolution, and making recommendations for actions to be taken. The tone of these reports should be objective and respectful and written in a way that enhances the probability of thoughtful consideration by the recipients.
  2. Represent the RB/LF Elimination Program at official events and meetings as assigned by the SCR and FMOH. The RB/LFPM must be up-to-date with the status of RB and LF and ensure that the information shared at events and meetings is approved by the FMOH. 

 

  • Expected Conduct:

 

  1. Work cooperatively and harmoniously with the National, Regional, State, Locality and Community leaders/officials as an integral part of the area’s health management teams to strengthen the program in every way possible.
  2. Work daily with awareness that the RB/LF Elimination Program is a program of Sudan under the leadership of the National Program Coordinators and the National Director for NTDs(FMOH) and that you are working for Sudan.
  3. Work with officials and persons at all levels in ways that build confidence and that promote a sense of hope and optimism that River Blindness and Lymphatic Filariasis can be eliminated as a public health problem from Sudan. 
  4. Represent The Carter Center with pride, integrity, professionalism, humility, understanding and respect of persons, and sensitivity to local culture and traditions.  Be constantly aware that you represent an organization founded by a former President of the United States who believes in working aggressively and harmoniously to assist and strengthen our host counterparts.
  5. Abide by The Carter Center Code of Conduct and the protocols established by The Carter Center in Sudan.

 
 Minimum Qualification, Skills and Experience Required:

  • Master’s degree in public health or any related field, higher studies in project management is desirable
  • Seven years or more of successive experience in an international NGO or other similar organization focused on public health 
  • IT literate with a good command of the Microsoft Office package, especially Word, PowerPoint, and Excel).
  • Written and oral fluency in English and Arabic.
  • Experience supervising staff. 
  • Experience with project start-up and close-out.
  • Experience in grant and subgrant management, especially in compliance with regulations on competition, administration and oversight.
  • Excellent computer skills
  • Good interpersonal skills
