 Background:

Job Summary: 

You will partner with the Country Program (CP) Senior Management Team to provide overall strategic Human Resources (HR) direction for the CP in support of high-quality programs serving the poor and vulnerable. You will analyze and anticipate HR programs, Services, and Operations needs and challenges in the areas of recruitment, orientation/onboarding, project insight (Human capital Oracle System), and staff data management to introduce improved HR Services.



 
 Duties and responsibilities:

Job Responsibilities:

  • Complement the HR Manager in providing strategic guidance and coaching to guide senior management, HR Managers in sub-offices and supervisors to mitigate risk on complex HR issues, in identifying, understanding and implementing county-program policies and practices related to workforce planning, REDI, safeguarding, performance, discipline, positive employee relations and related topics.  
  • Support management of HR processes and activities to ensure they meet the latest agency, donor, and local legal requirements and standards and reflect best practices.
  • Provide professional HR advice and coaching to managers, staff, and partners on daily HR issues, especially regarding recruitment, new employee onboarding, Project Insight issues & HR information system. 
  • Support CPs’ Senior Management Teams, project leads, and CP HR leads in job design, JDs development, and job mapping. Perform job analysis and advice on job description development, Hiring Managers in reviewing and ensure that all phases of staff recruitment are conducted in an efficient manner and in accordance with CRS policies.
  • Support Hiring Managers in sourcing & engaging talented candidates who fit CRS values & culture through applying effective recruitment strategies & implementing safe recruitment procedures.
  • Oversee the inclusion of a diversified pool of candidates in the recruitment process to ensure Equal Employment Opportunity is in place.
  • Organize the periodic onboarding/ orientation to new employees to enable new employees to learn CRS core values & cultures to ensure that staff understands, appreciate, and follow the CRS Code of Conduct, Protection Policy, and Harassment Policy, and that staff is aware of available reporting mechanisms.
  • Monitor the culture to ensure staff actions reflect CRS guiding principles, where dignity, diversity, community, and rights and responsibilities of all staff are valued. 
  •  Lead the Human Resources Information to ensure staff data are gathered and sorted to load them in Insight System (Oracle-based system.
  • Oversee the employee data are created, updated, or deleted required from insight based on authorized and approved documents submitted by the SMT.
  • Coordinate & facilitate training to staff that helps to accesses HR insight system to fill Timesheet online, request & approve leave, and accesses staff records allowed versions of information. 
  • Liaise with Insight team or ICT team for troubleshooting & resolving insight Human Resources Issues.

 
 Minimum Qualification, Skills and Experience Required:

Typical Background, Experience & Requirements:

Education and Experience

  • Bachelor’s degree in Human Resources Management or Business Administration required. Master’s degree in HR Management, Business Administration, or Organizational Development preferred.
  • Minimum of five years’ work experience in HR, preferably with an international or local NGO, with at least three of these years managing an HR function and strong knowledge of HR best practices and standards.
  • Additional education may substitute for some experience.
  • Strong experience in presenting, facilitating, and coaching on HR topics.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.

Required/Desired Foreign Language: Fluent in English and Arabic 

 

Travel Required 20-30% travel

 

Key Working Relationships: 

Supervisory: HR Senior Officers, HR Officers, and HR Assistant

Internal: CP Senior Management team, Department managers, all CRS staff, Regional HR Technical Advisor and DRD-MQ

External: Partner staff, auditors, vendors, local legal counsel, peers from other NGOs in country
