Chemonics International is hiring for a new USAID program that aims to support civil society organizations and independent media to advance key transition priorities. The implementation of this program requires a highly integrated and dynamic team approach to creative, coordinated, and effective program implementation in order to meet the program’s objectives.

 Background:

 

The USAID/Office of Transition Initiatives (OTI) Transition to New Sudan (TNS) program aims to support the consolidation of Sudan’s democratic transformation through activities that 1. Strengthen civic engagement; and 2. Expand independent media. The Monitoring Evaluation and Learning Officer will report directly to the Field Program Director or their designee to achieve TNS objectives.



 
 Duties and responsibilities:

 

  • Leads monitoring of overall implementation of program activities by collecting data in the field and reporting at the output and outcome level in accordance with monitoring, evaluation, and learning (MEL) plan, working under the direction of the MEL manager and closely with the rest of the program team
  • Supports MEL director to ensure timely and accurate data collection and reporting for baseline studies, activity monitoring, surveys, pre/post-intervention assessments, and evaluations, using quantitative and qualitative tools, including but not limited to focus group discussions, key informant interviews, qualitative observation, and surveys
  • Assists the MEL director in creating and developing tools and templates to collect and analyze data
  • Supports regular field visits to program locations and activities. Drafts site visit reports and shares with designated TNS program staff
  • Collects, analyzes, and systematizes feedback on individual activities or clusters of activities, including identifying lessons learned, including final evaluation reports for all assigned activities
  • Assists grantees with report preparation to ensure reports capture results and impacts
  • Schedules, organizes, and carries out the logistics of field data collection
  • Other duties as assigned

 

 


 
 Minimum Qualification, Skills and Experience Required:

 

  • At least 2 years of relevant work experience including experience in monitoring, evaluation, and learning
  • Bachelor’s degree required
  • Demonstrated experience with quantitative and/or qualitative research methods
  • Strong analytical skills and writing abilities
  • Proficiency with software such as Microsoft Word and Excel; familiarity with statistical software strongly preferred
  • Fluent Arabic and strong English language skills required
