Chemonics International is hiring for a new USAID program that aims to support civil society organizations and independent media to advance key transition priorities. The implementation of this program requires a highly integrated and dynamic team approach to creative, coordinated, and effective program implementation in order to meet the program’s objectives.

The USAID/Office of Transition Initiatives (OTI) Transition to New Sudan (TNS) program aims to support the consolidation of Sudan’s democratic transformation through activities that 1.   strengthen civic engagement; and 2. expand independent media. The Procurement Officer will report directly to the Field Program Direcotr or their designee to achieve TNS objectives.

 Duties and responsibilities:

  • Contributes to a wide range of procurements to support program implementation, working closely with the procurement manager, senior staff, and the rest of the program and operations teams.
  • Preserves the integrity of the procurement process, including drafting project procurement documents
  • Maintains clear and concise procurement files that document project compliance with USAID rules and regulation, Chemonics policies and procedures, as well as local, third country, or US government rules that affect the procurement process
  • Conducts market research as required
  • Works directly with local, regional, or international vendors and service providers to obtain quotations and/or to initiate procurements of commodities or services
  • Monitors contracts and purchase orders and conducts follow-up as necessary to ensure compliance with terms and conditions
  • Processes vouchers and payment requests
  • Organizes and participates in internal evaluation committees
  • Ensures project staff or the project itself does not engage in any procurement-related conflict of interests and ensure the project’s procurement process is open and transparent
  • Works with project leadership to answer any questions or provide USAID/OTI with any requested information about the procurement process
  • Assist the grants team to educate grantees on procurement issues, as needed
  • Participates and provides input into the development of the program strategic framework, objectives, and proposes concepts for yellow light
  • Other duties as assigned




 Minimum Qualification, Skills and Experience Required:

  • At least 2 years of experience in relief, development assistance, and/or the procurement of goods and services
  • Bachelor’s degree required
  • Experience leading procurements for international companies and/or organizations preferred
  • Ability to meet deadlines under pressure and great attention to detail
  • Capable of quickly performing multiple tasks simultaneously
  • Fluent Arabic and strong English language skills required
