Job Summary:

The Monitoring, Evaluation, Accountability, & Learning (MEAL) Project Officer for Livestock/Voucher programming manages the livestock information management system and the e-voucher system., ensuring that the livestock activities and voucher management are fully in line with programmatic best practices and compliance. This position also supports implementation of the MEAL System related to livestock and vouchers, including monitoring progress on project indicators, measurement methods and critical assumptions in compliance with CRS MEAL Policies and Procedures. The MEAL PO will be expected to contribute to other CRS projects as necessary to share information, data and learning as requested. This is a one-year assignment.



 
 Duties and responsibilities:

Roles and Key Responsibilities:

  • Support the coordination and implementation of all assigned activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Contribute to development of project voucher and MEAL system and promote project compliance with CRS and donor policies and procedures. Conduct regular monitoring and data quality assessments.
  • Support development of data collection tools, project databases, and reporting formats. Lead quality data collection, analysis, and management activities.
  • Orient and train field staff, partners, and other MEAL agents on project voucher and MEAL system and conduct field-based voucher and MEAL activities.
  • Support project accountability and learning through coordinating project evaluation activities (including post-distribution monitoring), managing feedback and response mechanisms, and facilitating reflection sessions. Assist with development or review of project reports.
  • Contributes to reflective community-based conversations and communicates key project information and results with community members, colleagues and stakeholders.
  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

 
 Minimum Qualification, Skills and Experience Required:

Basic Qualifications:

  • Bachelor’s degree in a related field, such as operations research, quantitative analysis preferred.
  • Minimum of 2 years of work experience in the field of MEAL. Work experience in a similar role for an NGO will be strongly preferred.
  • Additional experience may substitute for some education.

 

Required Languages – Fluent written and spoken Arabic and professional level of written and spoken English required.

 

Travel - Must be willing and able to travel up to 80%.

Preferred Qualifications:

  • Familiarity implementing Cash and Voucher Assistance and market-based programming
  • Excellent data collection, management, and data analysis skills.
  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data.
  • Experienced user of MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Experience in use of digital data collection tools such as Kobo or CommCare preferred.
