 Background:

CARE International in Sudan (CIS) has been working in Sudan since 1979. Initial projects focused on improving water supplies, forestry conservation, and assisting refugees fleeing war in Eritrea.

Today, we work primarily in East Darfur, South Darfur, South Kordofan, Kassala, Gedaref and Khartoum, and focus on providing relief services to internally displaced people, assisting conflict-affected populations to restore livelihoods, and promoting peace and stability. Current activities include improving water and sanitation, Women empowerment through economic justice, hygiene education, primary health care, nutrition, and livelihood support.

 

 



 
 Duties and responsibilities:

This role is a pivotal part of CIS overall operations team as it will directly report to the Head of Operations. This position will be primarily responsible for the management and delivery of effective Supply Chain system in CIS program in compliance with CIS and donor guidelines.

 

The postholder will:

  • Provide effective collaborations and coordination with Programs, Operations, Grants and Finance teams to ensure integrated and harmonized and seamless operational systems within the Country Office (CO).
  • Support the DCD-Supports in ensuring that internal controls and CIS policies, guidelines and SOPs on procurement are met with minimum of bureaucracy.
  • Coordinate with Procurement Officers in field offices in ensuring effectiveness and implementation of CIS procurement processes and procedures.

Provide capacity building on gaps to procurement Officers and Programmes teams to enable them deliver excellently.

Dimensions of Role:

  • Provide guidance and support to the Country Office and staff in the field when requires on issues pertaining to procurement.
  • Support the Head of Operations on Suppliers’ Due Diligence checks (supplier references, site visits, historical data, anti-terrorism compliance) for Authorized Suppliers and Contracted Suppliers.
  • Manage Contracted and prequalified Suppliers in terms of quality, delivery time, value for money, etc.
  • Ensure full compliance of procurement activities with CIS rules, regulations, policies, strategies and donor guidelines.
  • Ensure the implementation of effective internal control, proper design and functioning of a client/oriented procurement management system.
  • Participate in the departmental meetings for influencing policy, learning and sharing good practices to improve administration work.
  • Actively involved in the review and/or development of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows within CIS CO and with external stakeholders.
  • Conduct regular market surveys in key procurement categories to ensure that CIS is receiving best value for money for all its procurement processes.
  • Ensure up-to-date supplier or vendor database and that most of the suppliers used are contracted suppliers.
  • Foster on the implementation of strategic procurement system within the CO including sourcing strategy, supplier selection and evaluation, quality management, customer and supplier relationship management, and performance measurement.
  • Lead on the development, publication and management of solicitation documents, clarification of bidder’s enquiries, receipt, and evaluation of offers and submission of cases for CIS Procurement Committee review.
  • Coordinate and support on the development of timely procurement plans for all projects and duly monitor their implementations to ensure cost effective procurement services to the programmes teams.
  • Ensure the implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with CIS rules and regulations.
  • Lead on the implementation of internal control systems which ensures that Purchase orders are duly prepared and dispatched, and timely corrective actions on POs with budget check errors and other issues are identified and resolved. 
  • Ensure effective execution of strategic procurement processes in including sourcing strategy, supplier selection and evaluation, quality management, and customer relationship management.
  • Coordinate with other Operations staff and the staff of other departments to ensure that the purchase of goods and services is properly planned, executed, and delivered on a timely basis while being cost effective, considering value for money and quality services.
  • Produce weekly procure to pay report for each grant in all field offices.
  • Ensure all open POs and PRs are cleared in a timely manner and in coordination with the Shared Service Centre (SSC).
  • Effectively manage the procurement team and provide capacity building to the team and other CIS staff so as to deepen their knowledge and understanding of CIS procurement systems and processes.

Key End Results of Position: See Section:

  • Produce quality relevant administration monthly, Quarterly, or annual reports requires by the RO or CARE International Sudan.
  • To ensure the anti-fraud/ anti-corruption policy and gender equality are made widely available to all venders in a manner which means they are readily understood by everyone before involving them with any work (before signing contract/ agreement or releasing).
  • Develop the relevant working processes to support and promote learnings amongst the people in the operations area.
  • Always Promote and protect CARE International’s image and reputation.
  • Carrying out all administrative duties as required by Direct Supervisor.
  • Ensure that screening sheets are prepared timely and send to Procurement Committee for approval.
  • Ensures that admin budget is prepared approved properly managed and modified on time when required with-out over/ under spending.

The nature of this job requires flexible hours of working, and it is expected from you to organize your work to make sure that your tasks are achieved during the working hours.

  • Ability to think strategically, with the required capacity and skills to operationalize this through detailed operational planning. 
  • High level of problem-solving techniques with demonstrated capacity to work with the department teams to solve the anticipated issues. 
  • Use wide range of sources of data and information to help the direct supervisor make the right decision.

Communications and Working Relationships:

Internally:

  • Maintain effective internal working relationships within the Operations department as well as other departments and field offices.
  • Line Manager – High level of Communication to report, sharing views to strengthen the procurement areas.

External:

  • The post holder will be required to maintain range on relationship externally with Partners (Procurement/ administration officer/coordinators of sister INGOs and Government representatives) to share best practices and to identify/ implement opportunities for collaboration e.g. advocacy, research, etc.

 


 
 Minimum Qualification, Skills and Experience Required:

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

  • A minimum of Bachelor’s degree in Supply Chain Management/Procurement, Business Administration, Management, Social Sciences, Economics or other related fields. Master degree is preferable.
  • At least 5 years’ experience in a similar role.
  • Demonstrated experience in the administration, procurement, logistic and protection etc.

 

Knowledge & Skills:

  • Experience in the usage of ERPs and/or other web-based management systems is required.
  • Relevant Procurement experience/knowledge in the INGO sector is required
  • Experience in the usage of computers and office software packages (MS Word, Excel, Power-point) is a MUST.
  • Proficiency in English is required.
  • Fluency in Arabic is an advantage.
  • Demonstrable knowledge as a result of study, training or practical experience on procurement both in humanitarian and development programmers.
  • Knowledge of the requirements of institutional donor compliance on procurement.
  • Knowledge of risk identification, analyzing, management and mitigation.
