Flying Premises Engineer

 Background:

The International Committee of the Red Cross (ICRC), an impartial, neutral and independent organisation striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person to fill the position of Flying Premises Engineer in Khartoum.

Purpose:

Flying premises Engineer 1, implements engineering and construction projects/renovations within the scope of the ICRC`s premises standards, objectives and designs with the supervision from their hierarchical superior. S/he monitors on-site works, carries out need’s assessments, surveys and gives proposals to new plans and projects. S/he has a close working relationship with external contractors related to their projects.



 
 Duties and responsibilities:

  • Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary.
  • Supervises small numbers of contractors working on project renovation sites and conducts quality control of infrastructure installed by the ICRC in the premises (offices and residences).
  • Checks the nature of the renovations in response to the existing structures and able to identify if renovations are viable and in terms of additional load to a building.
  • Liaise closely with the flying ESAP engineer before any planned renovations or extensions in the offices and premises are executed.
  • Creates project files in electronic data base and keeps them up to date.
  • Prepares implementation/progress reports.
  • Provides regular information to colleagues on security issues and site progress.
  • Manages project purchasing on labor and materials according to the delegation's financial rules.
  • Administers hand-over of ICRC-provided infrastructure to end-users.
  • Trains or organizes training to the field technical staff in the sub delegations in the operation and maintenance of the infrastructure installed by the ICRC. 
  • Helps identify new premises assessment under the ICRC standards in all parameters and survey in passive security standards.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in civil, structural engineering, architecture or similar.
  • Good Knowledge in construction of buildings in complete set up of sub and super structures from the setting out to roofing including, plumbing, carpentry and electrical knowledge works.  
  • Knowledge of local market with regards to quality construction costs and suppliers.
  • Good experience on how to raise materials estimation and costing. (BOQ)
  • 3-5 years' professional experience in hands on supervision of a building and construction field projects.
  • Fluent spoken and written English and Arabic
  • Proficient in use of drawing software if working in construction engineering.
  • Experience managing 1–3 technical support staff.
  • Driving License, Succeeded in ICRC driving test
  • Readiness to spend 50-75% of the time out of the assignment base
  • Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
