 Duties and responsibilities:

The WASH Program Manager is in charge of implementing the activities and achieving the objectives defined by the projects. These projects aim at responding to WASH needs of the most vulnerable people in East Darfur (Refugees, IDPs and host communities). He/she is in charge of supervising the operational teams allocated to his/her program. He/she also guarantees the proper execution and the quality of the implemented program and, if applicable, suggests adjustments or developments to ensure its relevance.

He/she will be under the supervision of the Head of Programs and Operations (HoPOs) based in Ed Daein and WASH & Health Coordinator based in Khartoum and will receive technical support from him/her.

1.Manage new   and ongoing     WASH projects

Supervise and monitor the implementation of WASH activities, ensuring that all activities are compliant with the grant requirements  Ensure the tracking, monitoring and quality reporting of all WASH interventions  Complete budget pipeline planning, monitoring and monthly follow up, in collaboration with the WASH and Health Coordinator  Work with MEAL Specialist to translate assessment criteria to tools and methodology for monitoring and evaluation of interventions related to WASH projects  Provide technical input and indicators to the MEAL Specialist to be incorporated into tools and formats as needed  Contribute to the design of holistic community assessments

2.Budget Management

Budget holder of the WASH budget  Monthly forecast and follow up on expenditures related to the WASH projects  Participate in budget revision exercises  Ensure all necessary purchase requests are accurately prepared and submitted on time 

3..Line Management and Human Resources Management

Daily supervision of WASH teams in East-Darfur  Participate in WASH team recruitment and revision of job descriptions  Ensures the whole team has a clear understanding of the CIS mandate and projects in East-Darfur  Lead and manage staff, encouraging effective team work and providing supervision and guidance, including regular and constructive feedback  Report incidents and difficulties encountered with any staff members to the Head of Field Office  Organize and lead weekly team meetings and provides weekly program of time Tasks update and movement plan to the Head of Field Office

4.Reporting

Provide compiled meeting minutes reports to the WASH and Health Coordinator  Ensure a monthly data analysis reports are submitted  Contribute to donor reporting upon reques

5.Assessment

 Conduct and/or manage needs assessments for new project proposals or in the case of new emergency or a spike in emergency  Prepare tools for WASH assessments

6.Training/Capacity building

Contribute to the design and development of appropriate IEC and training materials  Coordinate the capacity building support to the WASH team, relevant local authorities, and community workers and community groups, as required by the projects  Provide technical support to WASH team  Mentor the WASH team, identify talent and build their capacity

7.Coordination

Coordinate with other CIS sectors especially Health-Nutrition  Work in close collaboration and consultation with available government structures, non-government actors, cluster system and community representatives  Participate in cluster working groups, Technical Task Force and meetings  Coordinate with the main WASH actors of the area to ensure complementarity and avoid overlap

 

 


 
 Minimum Qualification, Skills and Experience Required:

  1. Education           degree    in    a    relevant    field    such    as    hydrology,    hydraulic, geology, civil/environmental engineering
  2. Minimum 3 years with INGO specialized in Humanitarian assistance
  3. Previous experience in program management of a WASH project in conflict/post-conflict contexts, preferably with experience in supporting emergency response

         4.Strong negotiation and interpersonal skills

         5.Ability to work punctually under pressure, and in emergency situations in particular.

        6.Knowledge of humanitarian standards and codes, including SPHERE

  1. Knowledge of participatory approaches and community sensitization and mobilization
  2. Demonstrated ability to manage and communicate effectively with an ethnically diverse team in a sensitive environment
  3. Experience  with  the  development,  implementation  and  compliance  of  USAID  (OFDA), ECHO and UN programs
  4. Fluent English (written, spoken and read)
