 Background:

DT Global (DTG) is an implementing partner for USAID Project – Toward Enduring Peace in Sudan (TEPS).



 
 Duties and responsibilities:

       The Monitoring, Evaluation & Mapping Specialist (MEMS) will ensure that design, monitoring, evaluation, and reporting are taking place from a political transition and conflict perspective and are being captured in documentation and reports at all stages of the program. The MEMS serves two primary functions: coordinating and implementing monitoring and evaluation activities, and assisting in the program's information and outreach efforts, where necessary. The MEMS will also ensure consistency in reporting against Mission, and F indicators and works with the Grants Manager and relevant staff to ensure that the M&E/Activity Database is updated weekly and that the data is consistent and complete. Responsibilities include, but are not limited to the following:

  • Prepares a detailed program M&E plan and calendar of M&E activities and ensures approval by TEPS program staff, as well as implementation;
  • Develops quantitative and qualitative data collection tools and instruments in accordance with the program indicators. Identifies sources of data, collection methods, who collects data, and how often data is collected;
  • Ensures implementation of baseline surveys, assessments, follow-on monitoring and evaluation exercises for various project components;
  • Travels to TEPS field offices to conduct M&E activities (interviews, questionnaires, focus group discussions, evaluations) and attends grant events, captures outputs and outcomes on a regular basis (security permitting);
  • Develops and manages the M&E database and ensures that the database is updated and reviewed on a regular basis:
  • Compiles monthly and quarterly analytical M&E reports (both qualitative and quantitative) using appropriate tools (e.g. Excel, SPSS, and STATA) and generate reports, in accordance with approved reporting formats, useful for donors, the program and other stakeholders;
  • Contributes to the preparation of quarterly and annual reports;
  • Researches and collects content and stories about the project's achievements;
  • Drafts, edits, and translates reports, presentations, and other content, when requested;
  • Works with the program staff to draft two programs snap shots, one-page summary accounts of notable activities, per month for review with the COP and USAID/OTCM;
  • Work with implementing partners to design and produce maps of TEPS activities and local data to aid in TEPS analysis and reporting;
  • Design and lead community mapping exercises to assist in regional and technical programming responses;
  • Support programmatic analysis through participatory methods and GIS-enabled platforms;
  • Reviews information in the database to ensure that analysis and reporting on the political and security transition can be accomplished by DT Global and USAID/OTCM staff;
  • Work with Program and Communications Department to compile and disseminate information to external audiences, when requested;

 
 Minimum Qualification, Skills and Experience Required:

The Monitoring, Evaluation, & Mapping Specialist must be an individual with sound judgment, good communication, and team-working skills, and good experience working with international organizations, including compliance issues. In addition, the individual must meet the following minimum qualifications:-

  • Four-year university degree in development, sociology, law, social or political science, or other development-related field required. Graduate degree in development field is preferred;
  • Minimum four years' experience in a similar role related to information, education, and communications content development and management for an international organization or development partner;
  • Fluency in both written and spoken Arabic required and high-level of proficiency in written and spoken English desired;
  • Knowledge of and experience with GIS mapping is preferred but not required,
  • Ability to translate both orally and in writing from English to Arabic and Arabic to English;
  • Excellent communication skills and fluency in both written and spoken Arabic and English.
  • Computer literate with solid knowledge of new technology and social media;
  • Proficient in the use of Microsoft applications, including Word and Excel;
  • Ability to work effectively within a team and individually;
  • Excellent interpersonal skills with the ability to work cooperatively, tactfully and diplomatically with a culturally diverse group of people;
  • Willingness and ability to travel throughout Sudan, including northern Sudan;
  • Excellent time management and organizational skills and great attention to detail; Capable of quickly performing multiple tasks simultaneously and prioritizing and meeting deadlines;
