Context:

The International Red Cross and Red Crescent Movement consists of the International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent Societies (IFRC) and 192 National Red Cross and Red Crescent Societies, where the Swedish Red Cross (SRC) and Sudanese Red Crescent (SRCS) are two such National Societies. Together this is the world's largest humanitarian network, and its work is guided by its Seven Fundamental Principles.

 

The Swedish Red Cross (SRC) and SRCS, building on previous experience, have developed a two-year bilateral project called ‘Disaster Risk Reduction and Climate Change Adaptation in Sudan’ supported by Sida. It is a community based DRR/CCA intervention with strong focus on protection, gender and inclusion (PGI)/community engagement and accountability (CEA), targeting high-risk communities and households to build their resilience in mitigating, preparing and responding to natural hazards and climate change with a geographical focus in the Red Sea, North Kordofan, River Nile and Northern States.

The project is coordinated and managed at the branch, locality and community levels, under the direct supervision of the respective SRCS Branch Director, a branch level Project Coordinator, together with overall supervision from the SRCS DRR/CCA National Programme Coordinator, and the Director of Disaster Management (DM) and technical support from DRR/CCA and PGI Project Officers at SRCS HQ. A Swedish RC project delegate will also support the project.

All project activities are to be carried out through established SRCS structures and will be based on the Fundamental principles, values and policies of the Red Cross and Red Crescent Movement.

 

Job Purpose:

The Project Support Officer is expected to support the smooth implementation of the DRR/CCA project while ensuring that the implementation of the project is led by, and own by, SRCS.

The role is expected to provide supportto SRCS and SRCin the implementation of the DRR/CCAproject. He/she is further expected to coordinate support from additional SRC technical resources to SRCS. The Project Support Officer is also responsible for ensuring adherence to back-donor requirement and internal requirements as well as to ensure that the project contributes to the strategic priorities of SRCS. The role will work closely with the Swedish RC project delegate.



 
 Duties and responsibilities:

  • Support the projectto plan, implement, monitor, and evaluate the DRR/CCA project
  • Support selected SRCS branchesto assess their capacity development needs and develop plans to address these needs as well as to support and monitor the implementation of the plans
  • Support the procurement of annual audits and ensure that they are being completed on time
  • Undertake regular on-site monitoring of project activities through field visits, interviews and other monitoring methods and tools, as relevant
  • Undertake budget/financial monitoring, as needed;
    • Checking eligibility of project costs
    • Reviewing financial reports
    • Reviewing transaction lists
    • Reviewing cash requests
  • Ensure that agreed procedures for procurement and fleet are followed and that supporting documents are in accordance with SRCS/SRC requirements
  • Report on the project as required
  • Ensuring compliance with the back donors’ requirements and SRC internal requirements
  • Capture learnings at branch and country-level
  • Coordinate SRC’s technical support to SRCS as part of the project
  • Participate in coordination meetings in-country and within SRC
  • Maintain and consolidate working relationships within the wider RCRC Movement and with external stakeholders as needed.
  • Respect SRC’s security regulation for Sudan
  • Carry out any other relevant task assigned by SRCS

 


 
 Minimum Qualification, Skills and Experience Required:

Education

 

Required

Relevant academic degree in social sciences, development studies, business management or related field. Focus on environment/DRR would be an advantage
