Context:

The Swedish Red Cross (SRC) and SRCS, building on previous experience, have developed a two-year bilateral project called ‘Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) in Sudan’ supported by Sida. It is a community based DRR/CCA intervention with strong focus on Protection, Gender and Inclusion (PGI)/Community Engagement and Accountability (CEA), targeting high-risk communities and households to build their resilience in mitigating, preparing and responding to natural hazards and climate change, with a geographical focus in the Red Sea, North Kordofan, River Nile and Northern States.Protection, Gender and Inclusion’ considerations will be reflected from the initial assessment and throughout the program cycle.

 

The project is coordinated and managed at the branch, locality and community levels, under the direct supervision of the respective SRCS Branch Director, a branch level Project Officer, together with overall supervision from the SRCS National Programme Coordinator, and the Director of Disaster Management (DM) and technical support from DRR/CCA and PGI Project Officers at SRCS HQ. The incumbent will be responsible for providing technical PGI supporton both institutional and operational levels.The role will be supported technically and in close coordination with SRC PGI Adviser.

 

All project activities are to be carried out through established SRCS structures and will be based on the Fundamental principles, values and policies of the Red Cross and Red Crescent Movement to ensure an effective humanitarian and development response that reach the most vulnerable and address the specific needs, capacities and protection risks of women, men, of all ages and backgrounds.

 

 



 
 Duties and responsibilities:

Key responsibilities

  • Responsible for the implementation of PGI mainstreaming on both institutional and operational level, including planning, monitoring, evaluation and reporting.
  • Responsible to provide technical support on institutional level and to ensure and support the implementation of PGI standards on the operational level

Programme implementation, monitoring, evaluation and reporting

  • Provide technical support when conducting assessments to identify specific PGI related needs, concerns, protection risks and capacities of persons of all gender identities, ages, disabilities and backgrounds are collected sensitively and safely; are analysed; findings are documented securely and in coordination with other relevant protection actors.
  • Provide guidance on PGI mainstreaming to the project team and SRCS.
  • Undertake monitoring and provide reporting on the operational context and the protection risks ensuring that prevention, mitigation and response are targeted and adapted to the changing context, risks and needs
  • Support that the monitoring and evaluation systems are in place and maintain regular monitoring of project activities, in coordination with the project team
  • Document and share PGI lessons learned, smart practices and other useful findings within SRC and partners
  • Support thenarrative reporting and financial management of the funds spent under the DRR/CCA project.

Capacity development and technical support

  • Design and deliver capacity building activities for NS staff, volunteers and community members in order to build understanding and ownership of PGI, support the implementation of the PGI Minimum Standards, reduce PGI risks in the operational environment, and build sustainable local capacity
  • Provide technical support to the NS, and in coordination with other agencies, map and disseminate protection referral pathways.
  • Coach and mentor project team in PGI mainstreaming

Programme Development

  • Suggest new ideas for projects and interventions.
  • Participate in field assessments for the development of new projects and actions.
  • Support in production of donor proposals for new projects.
  • Keep up to date on PGI mainstreaming global best practices, and share them with branches and stakeholders, and incorporate into the project planning, where possible.

Representation and liaison

  • Attend relevant coordination meetings to establish partnerships and enhance collaboration among relevant stakeholders at the national and state level
  • Engage in advocacy and strengthen working relationships with relevant authorities and partners promoting the SRCS and the RCRC Movement direction on PGI mainstreaming.

 
 Minimum Qualification, Skills and Experience Required:

Personal qualifications

Education

  • University degree in relevant area of expertise; gender, international relations, or other related social science
  • Masters in relevant field is an asset.

 

Profile, Experience and Knowledge

 

  • Minimum of 2-3 years experience in relevant field
  • Ability to shape the response based on the participation of the affected population and communities
  • Knowledge and skills in development of strategies and work plans.
  • Assessment and programme management skills, including design and development of activities and indicators.
  • Planning, monitoring, evaluation and analytical skills
  • Report writing skills
  • Strong facilitation and mentoring skills and experience in conducting trainings
  • Ability to support colleagues remotely
  • Self-supporting in computers (Windows, spreadsheets, power point)
  • Previous experience of working with Red Cross or Red Crescent Societies, is preferable
  • Female candidates are highly encouraged to apply

Languages

  • Fluency in Arabic and English - spoken and written
