Program Development Officer

 Background:

DT Global (DTG) is an implementing partner for USAID Project – Toward Enduring Peace in Sudan (TEPS).



 
 Duties and responsibilities:

The Program Development Officer will be based in Khartoum with regular travel to other field sites throughout Sudan. S/he will be the focal point in his or her area of Operations, to ensure that the implementation of the grants is carried out in accordance with the specifications defined in the activity development phase. S/he will maintain open and professional relationships with authorities, community groups, NGO’s and other international organizations. Responsibilities include, but are not limited to the following:

  • Interact constantly with the Grants Manager, Deputy Chief of Party, M&E Specialist, Grant Specialist and Regional Team Leaders and Advisors on program related issues such as grant development and implementation, context analysis and reporting, grant monitoring and evaluation.
  • Ensure that all reports are properly written and submitted as per the milestones of the grant; ensure direct grantee communication is held regarding progress of the activities and submission progress report as per milestones.
  • Liaise with partners, community representatives, NGOs, donors at national level, etc, to ensure coordinated and effective program implementation and ensure the proposed budgets costs are verified with the current market price before finalizing the grant budgets
  • Provide technical expertise in grant development and implementation processes to all DT Global operating areas, as assigned by supervisor, by following the grant development cycle including but not limited to, Grant Activity "ideas", proposals, budgets, draft and implement the monitoring and evaluation plans for each idea or activity
  • Ensure that baseline information is collected (e.g. GPS, photographs, drawings, SOWs, etc.) and provided to the Project Engineer for further production and circulation to ensure  data accuracy
  • Ensure that proper documentation (agreements, waybills, completion certificates, transfer of ownership, etc.) is signed by grantees in close coordination with the grants Manager, grant specialist, RTLs and other responsible staff and submitted to the Grants Specialist in a timely manner
  • Manages the grant evaluation process at the national level/Khartoum State in close coordination with the M&E department and RTLs.
  • In collaboration with the grants department team, responsible for all project financial matters at national level/Khartoum State.
  • Working with the grantees, grants Manager  and with the all Khartoum Office team to ensure that all permits and/or authorizations that may be necessary to implement the activity are granted in a timely manner
  • Assist the grantees with the preparation of accurate final reports, final grant evaluation and other grants documented as required
  • In coordination with the Grants Manager and the senior management staff, meditate/solve any conflicts during the development/implementation of the grant activity
  • In close coordination with the DT Global Khartoum Office program team, to ensure that the grants files are properly completed and maintained in both soft and electronic versions

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in international development, sociology, law, social or political science, or other development-related field required. Master’s degree in development field is preferred
  • Minimum of four (4) to six (6) years of relevant professional experience
  • Experience working on social or political development projects and working with CSOs required. Experience identifying, developing, and managing projects for an international organization preferred
  • In-depth knowledge of the communities where TEPS is operating and the ability to identify potential interventions that will contribute toward program strategy and objectives.
  • Ability to network and identify appropriate local partners and grantees and support reform-oriented entities and local and international organizations in design and development of activities
  • Fluency in Arabic, proficiency in spoken and written English
  • Ability to produce well written reports
  • Prior experience overseeing and coordinating the financial and administrative management of program activities including budget management and procurement
  • Computer literacy required with proficiency in Microsoft applications, including Word and Excel and preferably Access
