ROLE Purpose

The role is to provide technical support to the design, implementation and monitoring of the health  activities in the project in the target project locations with a special focus on Social and Behaviour Change for improved health and nutrition, also, S/he will be responsible for SBC activities in Kassala state through identifying networks for the social mobilization activities in Kassala state (in three localities namely North Delta, Aroma and River Atbara).  S/he will be responsible from creating data base, managing, raise the capacity  and engaging with those networks throughout the project period and will also mobilize those networks to deliver the desired  messages to the households during the project cycle.

The health officer will be responsible to deliver social assistance to vulnerable women and children and contribute to the development of a child-sensitive and gender-responsive social protection system through new Maternal and Child Cash Transfers (MCCT) as part of the UNICEF-supported First 1,000 days of Life Program along with awareness, knowledge, skills and linkages with social services particularly health and nutrition to address underlying nutrition deprivations as well as increased vulnerabilities caused by the ongoing economic crisis in the

DIMENSIONS OF THE ROLE:

• The Health officer will report to the Project Manager . S/he will work collaboratively with the respective project Implementation Manager/Officers in each of the project sites.
• Facilitating and ensuring quality implementation of the Social and Behaviour Change  component of the “Provision of SBC services for communities and education opportunities including ALP and ECE for Out-of-School Children in the targeted localities” project activities tracking the project results and impact upon households.
• Support creating, managing, and implementing planned engagement activities of 50 platforms, S/he will also raise the capacity of the group leaders using UNICEF C4D approaches and guideline and Plan International Champion of Change curriculum-based programme.
• Ensuring that project interferences and interventions ease mothers and fathers/ caregivers and adolescents (girls and boys) who their knowledge improved and at least remember 6 out of the Eight Family practices including information about FGMC/ CM.
• Have solid working relationship with all the key stakeholders and Community leaders. 
•  Maintain and apply Plans’ standards of practice, policies and procedures.
• Oversee data collection, maintain project activities documents, conduct monitoring visits and follow up implementation.
• Adapt approaches and methodology that promotes community participation, ownership and ensure sustainability of deliverables.
• With support from the Project Manager, develop, implement and monitor quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, budgets and procurement.
• Ensure that Plan’s and the Donor policies and procedures are continuously adhered to in the project’s planning, implementation, monitoring and evaluation phases.
• Work closely with State Health and Nutrition officals to ensure Health and nutrition strategy well adapted in all project interventions.
• Ensure that all planned activities are implemented on time, to quality measures and within budget as per the monthly plan. Where challenges arise, ensure that these are flagged early, communicated to the Project Manager and addressed in a timely manner way.
• Coordinate and facilitate assessments, planning, budgeting, coordination, implementation, and monitoring and evaluation relevant to Education programming

Accountabilities

In accordance with Plan International regulation and project management policy, the incumbent will be accountable for ensuring the performance of all the UNICEF project activities, budget and calendar required in Kassala to conduct the works associated of project management faces implemented that etc. include planning, implementation, monitoring, and project closure phase.

Scope and Schedule Management

Project Planning

• Assist project Manager to complete all the project set-up processes, for initial activities, and spend on procurements regarding key purchases
• Health centres Staff capacities are supported at locality level
• Communities’ representatives and local authorities are mobilized empowered to effectively involve in participatory SBC activities for transparency, ownership and sustainability.

Project Governance & Accountability

• Ensure voices and perspectives of girls, boys, youths, marginalised groups are heard throughout implementation of the project
• Ensure project participants and beneficiaries have access and utilise the child-friendly feedback and reporting mechanism

Project Implementation

• Support the project team and other technical team members in the SBC activities implementation, monitoring and evaluation in project location.
• Contribute in data collection, KAB surveys, campaigns, cash distributions and monitoring of beneficiary trends
• Build the capacity of the Key, frontline staff, and volunteers on social and behaviour change (SBC) approaches and skills  
• Support the engagement of the Mother Support Groups (MSGs) on the 1000 days of life communications.
• Champion of change for advancing the 1000 days of life, gender equality, protection, and girls rights.
• Activation of 50 SBC integrated platforms in Kassala (Youth, Adolescents, Mothers, PTAs and CLTS groups).
• Promote adolescent’s health including hygiene, sanitation practices at 15 Basic Schools.
• Strengthening & support of Early Warning including the water borne diseases (DF, Malaria, et.).
• Support the implementation of the sessions and individual counselling at PHC and public places. including the distribution of IEC materials provided by UNICEF and mother to child cash distribution days.        
• Support SBC Coordination and Advocacy works at locality and state level; facilitate monthly and quarterly meeting with government officials, NGOs and local communities.
• Support Mass Media campaign on SBC activities including radio messaging and public events through different media (cinema, drama, seminar etc.)
• Support Evidence generation Activities (documentation of best practices, sharing lessons learned, reflection forums).
• Insure Accountability to Affected Population (Child-Friendly Feedback Mechanism)
• Hold meetings with stakeholders including schools, local councils and CBOs, CSOs  serving children and community to understand their nutrition priorities, familiarize them with the projects and its objectives and engage them in the process.

Monitoring, Evaluation, Research & Learning

• Assist Project Manager to develop and apply project MER tools that allow:
• proper planning of project activities, milestones and reporting dates and
• tracking of mothers, girls and children reached.
• Work closely with project Manager to ensure that lessons learned case studies are captured and properly documented and archived by carrying out project/program reviews.
• Coordinate as well as involve stakeholders and project beneficiaries in participatory processes to gather verify & process data
• Ensure a full data cycle where data is consistently and regularly collected, reviewed, summarised, analysed and feedback to relevant stakeholders

Capacity Building

• Work with project Stakeholders  to identify the needs and support development to SMOH staff related to the health and nutrition project to increase their competence in project delivery.

Risk and Issue Management

• Continuously manage activities risks by reviewing, identifying new risks, prioritising, assigning ownership, taking mitigation actions, tracking, and reporting risks
• Ensure all concerned are accurately and promptly informed about the status of project risks

Safeguarding Children & Young People and Gender Equality and Inclusion

• Ensure that Plan International’s global policies for safeguarding children and young people, and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policies including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Internal Communication:

• Project Manager – High level of Communication to report, seek approvals, sharing views to strengthen the program areas and to ensure continues support for the program.
• Health Sector Lead  – High level of communication to support and provide hand holding support to understand the model and to respond to queries
• Regular communication with program department in PA to share work progress and updates and technical follow up

External Communication:

• State ministry of health and UNICEF – high level of communication to share and understand progress of the program.

Technical expertise, skills and knowledge

Experience & Knowledge

• A bachelor’s degree in Public Health, Nutrition and social studies.
• Minimum of 3 years’ working experience in Health at field level with at least 2 years in a similar position
• Knowledge of Nutrition, Health, MAM, TSFP, FBMAM, SBCC and Previous experience working with international development and or humanitarian NGOs
• Spoken and written proficiency in English and Arabic. Strong Microsoft Word, PowerPoint, outlook and Excel skills.
• Excellent verbal and written communication skills in English.
