Supply Chain Coordinator

Muslim Aid is a faith-based British international charity that provides help to people who are victims of natural disasters, conflict or suffering from poverty, hunger, disease and illiteracy. It was established in the United Kingdom in 1985 in response to the drought in the Horn of Africa. Muslim Aid's Sudan Country office (MASCO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Currently, Muslim Aid is implementing projects in Kassala, Central Darfur and Red Sea State , Algazieera State , Gdarief State in Sudan.

 Background:

The main purpose of the role is to provide Logistics support, ensure compliance to MA procedures and best practices are followed in relation to logistics.



 
 Duties and responsibilities:

A. Procurement Planning

  • Monitoring the supply market to ensuring price quotations and supplier offers are authentic and reasonable
  • Develop procurement plans for active grants, in collaboration with program coordinators/managers and internal and external partners to support program implementation
  • Ensure program teams develop distribution plan for supplies and assets in the warehouse
  • Coordinate with vendors to ensure that there is sufficient space in warehouses before receiving program supplies to the field sites

B. Procurement

  • Implement all MA UK procurement Standard Operating Procedures to ensure compliance to MA UK and donors procurement policies
  • Work with requesters to develop comprehensive purchase specification
  • Maintain accurate procurement data and records and ensuring on time procurement reporting
  • Review procurement documents before payment
  • Lead the bidding process, including request for quotation process, request for proposal process, tender evaluation and facilitating procurement committee functioning
  • Develop and implement category sourcing strategy
  • Set negotiation objectives conduct negotiations with potential suppliers to ensure value for money

C. Contracting Process

  • Prepare, review, and utilize Procurement contracts, including Master Agreements (MPA, MSA) to ensure favourable procurement terms and conditions
  • Set key performance indicators and service level agreements for contracts
  • Monitor contract implementation to ensure suppliers adherence to contract terms and conditions
  • Prepare and submit timely and accurate procurement report(s) to inform decision-making processes
  • Implement and sustain segregation duties in the supply chain function

D. Compliance and Legal

  • Conduct procurement due diligence, including ATC check, supplier site visits, supplier background checks and implement any other fraud prevention methods
  • Identify, document and timely report any MA UK procurement process deviations following the mechanism in place for appropriate follow up
  • Develop and support implementation of improvement plans.
  • Provide constructive support to other functions to ensure effective, compliance to policies & procedures

E. Staff Management and Development

  • Provide technical training to existing and new supply chain staff in the field location on GSC processes.
  • Supervise/manage the supply chain activities in the field location

F. Pharmaceutical Supply Chain

  • In collaboration with the team, create forecasts and supply planning for all projects by project start date (provide price estimates, freight estimates, Standard requirements, early engagement of custom agent)
