Title:  Human Resources Manager

Reports to:  Country Director

Location:  Khartoum, Sudan 

Travel:  10 %

Contract length: 12 months

 

POSITION DESCRIPTION

The Human Resources Manager is a key member of the Near East Foundation team in Sudan.  Reporting to the Country Director and functionally reporting to the Director of Human Resources the Human Resources and Administration Manager has the responsibility to lead and manage the Human Resources function, provide overall advice, coordination and management to the Human Resources and Administration team as well as provide technical Human Resources support to the field offices. Ensures efficient support to the program in accordance with existing NEF policies and procedures.  This role has a country focus and ensures compliance to NEF procedures and guidelines within the country. The role contributes to the development of country human resource strategies, which are translated into action plans and day-to-day tasks. This position maintains a high degree of confidentiality.  The Human Resources and Administration Manager must provide excellent customer service, demonstrate initiative, take ownership of responsibilities, and complete tasks with a high degree of accuracy.



 
 Duties and responsibilities:

RESPONSIBILITIES

The Human Resources Manager has the following specific responsibilities:

Team Management

  • Develop the capacity of the team with a deep understanding of their roles and assist with career development;
  • Manage and oversee HAC assigned intern’s term with NEF to ensure that they are fully utilized and optimally trained;
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones;
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence and continued learning;
  • Directly manage team activities to identify gaps or points of high volume. Be proactive in ensuring there is sufficient support available to meet the demands;
  • Ensure time and attendance records (including supporting documentation such as; signed paper timesheets, leave applications, etc.) for each employee are properly prepared and submitted each time period.
  • Ensure department annual leave plans are created in alignment with project deliverables, the needs of the employee, and the leave policy.
  • Attend state level staff meetings (virtually or in person) and provide recommendations for any challenges and/or recommendations to improve staff wellbeing.

 

Recruitment, development, and workforce planning

  • Drive and support recruitment and selection activities ensuring compliance with recruitment process, policies, and local labor laws;
  • Work with senior management team and senior staff on new staff retention strategies and initiatives;
  • Ensure all new staff complete probation period activities;
  • Ensure oversight and consistency in position titles and grades, across all field locations;
  • Assist managers to identify, recommend and approve Learning & Development initiatives for their employees.

 

Performance, compensations & benefits, and engagement 

 

  • Assist managers and employees with the coordination of probationary period activities;
  • Coordinate with managers to address any employee related performance issues;
  • Proactively respond to and manage performance counseling, employee grievances and disciplinary issues as required, with a focus on building manager competency and ensuring that documentation is kept;
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair and confidential manner and meets all legal and labor regulations and requirements;
  • Collaborate with the Director of Human Resources and Regional HR Officer on salary reviews and structure and coordinate annual compensation review process and compensation adjustments;
  • Collaborate with the Director of Human Resources and Regional HR Officer on procurement of local benefits; 
  • In coordination with HR and Administration Officer, ensure that benefits are duly explained to employees and serve as liaison between employees and respective insurance company;
  • Provide benefit administration management to include communicating payroll adjustments;
  • Lead people engagement initiatives.

 

Administration

 

  • Manage HR database to ensure all fields and documentation are completed in a timely and accurate manner in accordance with NEF HR SOPs;
  • Represent NEF at labor court hearings as requested;
  • Ensure all the preparation of all documents and process steps are taken in accordance with the Separation Procedures SOP;
  • Ensure time and attendance records are properly prepared and submitted each time period in both the accounting software and human resources database, as necessary;
  • Ensure appropriate filing of office registrations and Government of Sudan Correspondence.
  • Perform any other related duties as assigned by the supervisor.

The successful Human Resources Manager must be a self-directed individual with the following qualifications: 

 

Basic Qualifications:

  • Bachelor's degree in Human Resources or Business Administration or other relevant fields of study;
  • 5 years' experience in human resource management;
  • 3 years experience with people management;
  • Must speak and write fluently English and Arabic;
  • Excellent interpersonal written and oral communication and presentation skills;
  • Ability to work with minimum supervision;
  • Ability to multi-task and work with deadlines;
  • Proficient in the use of Microsoft applications including, word, excel, PowerPoint and outlook (or similar software);
  • Knowledge of databases and skills needed to access & analyze information; basic analytical and statistical skills;
  • Strong problem solving, analytical and operational abilities;
  • Excellent planning; organizational and time management skills;
  • Ability to maintain confidentiality;
  • Good knowledge of human resource practice, policies and procedures;
  • Familiarity with Local Labor Law and Strong customer service focus;
  • Ability to build strong working relationships.
