 Background:

Cooperazione Internazionale (COOPI) is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Sudan started its operation in 2004 and has been primarily implementing emergency, relief and early recovery programs in water hygiene and sanitation, food security and livelihood, nutrition and protection sectors.

 

COOPI is currently implementing several projects in North Darfur, Kassala and Khartoum in the sectors of WASH, Food Security and Livelihood, Climate Change adaptation, Disaster Risk Reduction (DRR) and Refugee Response.

 

In Khartoum, COOPI is implementing WASH, Shelter, DRR and Livelihood programming, specifically in the Open Areas in Khartoum state and Mayo area. As such, COOPI is looking for a qualified and competent Livelihood Officer to carry out the assigned activities in the sector.

 



 
 Duties and responsibilities:

Planning, Implementation, Monitoring and Reporting: 

  • Conduct Livelihood Assessments and selection of beneficiaries in the area of Mayo;
  • Coordinate and supervise the service providers for the organization of REFLECT Methodology Trainings and Vocational Trainings;
  • Ensure liaison with targeted communities to facilitate project activities;
  • Ensure to identify and select targeted project beneficiaries according to set criteria, in consultation with communities if required;
  • Plan and ensure to carry out the project workplan, planned field activities to meet expected results;
  • Ensure the oversight of specific project activities in regards to the implementation, monitoring and follow-up on the activities in designated field locations, in accordance to COOPI standards and policies;
  • Implement adjustments or corrective measures, after proposing and discussing possible actions with the Project Manager Assistant;
  • Facilitate training and/or informative sessions for the beneficiaries involved in project;
  • Support in the management and reporting of activities carried out by implementation partners and service providers;
  • Collect and analyze information and data relevant to project activities and objectives;
  • Conduct participatory monitoring and evaluation sessions of activities;

·         Ensure project activities are implemented in line with procurement and financial policies, accounting accurately for the funds received and used in the project implementation;

  • Work with the MEAL officer in the monitoring and evaluation of project activities, including baseline and endline surveys, pre and post surveys, lessons learned, needs assessments and evaluations;
  • Ensure reporting on assigned and specific project activities, in respect of COOPI and donor’s requirements; 

 

 

Community Engagement and Accountability:

  • Provide insight to other project staff into the keys to understand the community and project beneficiaries;
  • Advise COOPI’s staff on important topics (such as social, political, economic, cultural issues) that can affect the project implementation and results;
  • Provide trainings to the communities and/or committees aiming at strengthening and capacity building of community-based structures through training, sensitization workshops, awareness campaigns and regular follow up;
  • Act as a focal point in the community to implement project activities;
  • Ensure Accountability to Affected Populations in line with COOPI standards;
  • Ensure gender and disability mainstreaming in all activities, with special attention to those who are marginalized and overlooked in community decision making aspects are adequately considered during the planning and implementation process.

 

External Relations and Representation:

·         Establish and maintain contact with project interlocutors and stakeholders, at the local and state level;

·         Facilitate the communication between community representatives, committees, local authorities and relevant stakeholders;

·         Ensure good relations with the main stakeholders involved in the project, in coordination with the Project Manager Assistant;

·         Plan, organize, and facilitate meetings with project stakeholders;

·         Organize and hold meetings with community members, CSOs/CBOs, and local authorities, including the locality and other government stakeholders, when needed and agreed with the project manager/assistant project manager.

 

Other:

  • Participate in donor visits and monitoring missions if required;
  • Provide input for the development of new project proposals when required;
  • Translate and/or interpret for COOPI staff and facilitate discussions and relations with project stakeholders;
  • Perform general office work such as drafting reports, filing documents, photocopying, scanning, updating databases, analyzing and processing data, etc.;
  • Report any problem encountered with accuracy and rapidly.
  • Report any suspicion of harm, including PSEA, during the implementation of project activities.

 

 

General Duties:

·         Is aware of COOPI’s objectives and activities in Sudan.

·         Respects security rules at all time.

·         Pledges to respect and act in accordance with COOPI’s Code of Ethics, PSEA Policy, and other applicable organizational policies.

·         Replace other employees in their absence when necessary.

The staff member may be asked to perform duties and tasks not covered in this job description as well as to provide support to other functional units when requested and necessary


 
 Minimum Qualification, Skills and Experience Required:

Requirements:

  • Bachelor’s Degree in Political Economy, Social Science, International Cooperation for Development, Urban Development, Livelihood, or any other relevant field;
  • Experience in the Livelihood sector (market analysis, assessments, management of vocational trainings, revolving funds, women empowerment trainings and techniques, Knowledge of the microfinance sector in Sudan) is highly recommended;
  • Minimum of 3 year of officer experience with international NGOs in Sudan, at least 1 in Livelihood sector;
  • Knowledge of donor requirements is an asset;
  • Very good working proficiency in the use of Microsoft Word, Excel, PowerPoint, and Outlook;
  • Very good written and spoken English, excellent Arabic proficiency;
  • Very good organizational, time management, communication and interpersonal skills.
