National WASH Infrastructure Engineer based in

Khartoum .

 

PURPOSE OF POSITION

   The National Infrastructure Engineer will be responsible for providing overall technical support and coordination in design and implementation of all World Vision Sudan WASH infrastructure, as well as providing technical support and guidance to all infrastructure related works for  the other sectors (Health and Nutrition, Child Protection and adult Safeguarding, Food security and Livelihood).

  • Quality Assurance -Technical Design, Project Planning and Implementation
  • Coordinate technical design of all WASH infrastructure projects in a timely manner, including preparation of technical specifications, Terms of Reference, design drawings, BoQs and tender documents,.
  • Review all Engineering drawings and BoQs generated by field Engineers before their use in tender processes and actual implementation.
  • Review all Engineering drawings, BoQs and costs estimates generated by field Engineers during proposal development and budgeting for new grants
  • Produce Engineering drawings, BoQs and technical specifications for projects as may be required.
  • Ensure WASH infrastructure  designs are inclusive of the needs of people living with disability/children with special needs
  • Ensure that sanitation facilities in schools incorporate Menstrual Hygiene facilitates for adolescent girls.
  • Ensure that Institutional WASH facilities follow WV standards.
  • Provide overall construction site management support to field Engineers in strict adherence to the approved designs, from inception to commissioning and site hand over.
  • Ensure that business processes, standards and guidelines related to WASH and Construction initiatives are effectively applied in Engineering design and project implementation.
  • Regular monitoring of construction activities during implementation to ensure strict adherence to design and specifications, quality workmanship is maintained, safety and value for money is achieved within schedule.
  • Participate in tender evaluation for construction works to offer the required guidance to the Procurement Committee.
  • Review costs estimated generates by field Engineers to ensure stewardship and value for money.
  • Lead technological innovation initiatives for WASH infrastructure and ensure alignment to emerging technologies, materials and processes.
  • Support in recruitment and induction of relevant staff required to achieve or surpass performance targets.

Quality engineering designs, excellent workmanship and a uniform standard of quality in WASH construction infrastructure implemented by WV Sudan across the four states.

Safe, durable, cost effective infrastructure that offer value for money to program participants and donors.

Gender and disability mainstreamed in WASH infrastructure design and implementation.

  • Monitoring, Reporting and Documentation

 

  • Support in the preparation of quality quarterly reports for the WASH program in a timely manner.
  • Participate in the dissemination and rolling out of the FY21-25 WASH Business plan, including rolling out of universal coverage.
  • Participate in the design and implementation of baseline surveys, needs assessments, and impact evaluations as relevant to the sector
  • Assist in monitoring program progress to ensure donor compliance and program quality and provide technical advice, support and capacity to field Engineers, sanitation and hygiene officers and WASH staff from WV Sudan National NGO partners.
  • Provide program updates as needed by the department and key stakeholders.
  • Assist in drafting, monitoring implementation, reporting and signing of technical agreements with line ministries and other Government agencies.
  • Participate in joint planning and monitoring in close consultation with FSL, Health and Nutrition sectors.
  • Work closely with  M & E department to support and strengthen planning ,monitoring, inspection and evaluation procedures

 

FY21-25 WASH business plan disseminated and rolled out.

  • Advocacy, Engagement,   Networking & Partnerships

 

  • Representing the WASH Program in relevant sector Technical Working Groups, WASH forums, cluster meetings and joint assessments as may be assigned by the supervisor
  • Represent WV and attend regular WASH meetings with partners, UN agencies and government officials as may be assigned.
  • Establish and sustain working relationships with Government Departments and Agencies relevant to the role

  • Capacity building

 

  • Capacity building of WASH key staff and NNGO partners in programming and implementation of WASH and construction projects.
  • Capacity Building of WASH Committees, operators, hand pump technicians and local artisans to enhance their capacity on operation and maintenance of established infrastructure and management WASH facilities.

 

 

Highly skilled staff in sanitation and hygiene,  well updated on current trends in the  sector.

Quality WASH programming and implementation

  • Resource Acquisition
  • Participate in development of timely and accurate funding proposals in line with donor requirements and WV standards in collaboration with project Manager, other sector specialists
  • Ensure timely submission of accurate BoQs and design drawings as required by most donors during proposal development.

Contribute to the acquisition of quality sustained funding for ministry.

 

 

Program implementation towards aspired child wellbeing outcomes is adequately facilitated


 

 


 
 Minimum Qualification, Skills and Experience Required:

  1. Bachelor’s degree in Civil Engineering, Water Engineering,  or related degrees from accredited university.
  2. At least 10 years of previous experience in Engineering design and technical field supervision in a busy environment, at least 3 of which should have been in a leadership role.
  3. Proper understanding of Sudan WASH standards and construction guidelines, Sphere standards, UNHCR emergency hand book and other such relevant standards/guidelines is a requirement
  4. Experience in Engineering design of various WASH and construction infrastructure, including production of technical design reports, design drawings, Bills of Quantities and technical specifications.
  5. At least 3 years of field-based work in a similar, conflict-prone environment is required.
  6. Experience in funding proposal development (resource aquisition)
  7.  
  8. Computer skills: demonstrates proficiency in computer applications including use of Microsoft Office Suite, intranet and internet, and various software applications and databases commonly used in the work space.
  9. Good planning and organizational skills
  10. Ability to coach, train and building capacity of fellow staff
  11. Ability to work and deliver results under minimum supervision.
  12. Experience working in an NGO setting will be an added advantage
  13. Good interpersonal skills.
  14. Ability to work under pressure.


 

 


Include travel & work environment details.

 

  • Domestic Travel:  30% Regular travels to field project sites for monitoring and technical support to field teams International Travel: 10% Periodic international travel will be required
  • On call:  10% In emergency and disaster situations, the position will be required to be on-call
