Summary:
ME&A is recruiting for a Collaborating, Learning, and Adapting Specialist for the anticipated USAID/Monitoring, Evaluation and Learning Contract for the Sudan SMEL IDIQ. The position will a be full-time, five-year position based in Khartoum. The purpose of the contract will be to serve as a central platform for ensuring that development programs funded by USAID/Sudan achieve their intended results through strong performance management of services in an efficient and cost-effective manner, with a focus on monitoring technical services; evaluation of technical services; and learning and adaptive management services. This will be a full-time position based in Khartoum, Sudan and will be contingent on award and funding.

Duties and responsibilities:
The Collaborating, Learning, and Adapting Specialist will be a learning expert and serve as the overall director of collaborating, learning, and adapting activities. S/he will serve as a practitioner of high-level discussions among USAID staff and partners regarding learning and adaptive management. S/he is charged with working closely with and coaching USAID staff so that CLA leadership is fully assumed by mission staff by the end of the Contract. S/he will guide USAID/Sudan staff and senior management team on how to realize progressive, CLA-oriented program supervision practices through USAID's CDCS implementation, primarily by bolstering USAID's evaluation, development and organizational learning practices. S/he will oversee all aspects of the Mission's CLA activities, such as planning and budgeting for each assigned activity. S/he will identify appropriate staffing levels, secure appropriate qualified staff, and provide relevant technical guidance for CLA task requests. S/he will lead consultations with relevant USAID/Kosovo staff and implementing partners. S/he will identify and execute appropriate agreed upon methodology, field work, research, reporting and deliverables.

Minimum Qualification, Skills and Experience Required:

At least ten (10) years of demonstrated leadership, strategic thinking/planning, and management experience, and a proven track record of programmatic accomplishment, professional achievement, and management competence.

Strong proficiency in written and spoken English An advanced degree (i.e. MA, PhD) in international relations, statistics, economics, demography, political science, or other social science field is required.

Thorough technical knowledge in concepts such as monitoring, evaluation methods, collaboration and learning, adaptive management, indicator development, data collection and analysis, and performance reporting.

Familiarity with Sudan development issues; Strong networks with Sudan's technical experts in learning, monitoring, evaluation, research, economic growth, governance, health, education and environment.

The individual must have experience in developing and leading knowledge management programs, facilitating communities of practice, and social networking.

The individual must have experience with a wide range of development issues, such as program evaluation, gender constraints to development, agriculture, economic growth, environment, democracy and governance, health, nutrition, and education.

The individual must have experience leading or overseeing the work of large teams of individuals with diverse skills and interests.

The individual must have demonstrated success in mentoring and/or coaching staff in project development, project implementation, and M&E.

Experience working in Sudan is required.

A demonstrative passion for facilitating and creating organizational learning, change and advancing foreign aid effectiveness opportunities.

The individual must demonstrate conversation and presentation skills that can influence decision makers, foster organizational change strategies, with implementation occurring within a complex organizational setting.

The individual must have a demonstrated ability and track record in strategic, systems and holistic thinking, managing resistance to change and understanding of organizational culture, learning and change management.

The ability to serve as an effective USAID representative with a wide array of individuals and institutions is essential.
