Programme Planning and Design:

• Support the Area Coordinator and other Programme Managers in the design of WASH and other Infrastructure activities in West Darfur, ensuring the participation of programme stakeholders (government, other NGOs, WASH sub-cluster) in all stages of the programme cycle.
• In collaboration with the Area Coordinator and Programme Director, support the WASH and Programme Team (H&N, FSL, Peacebuilding) in developing technical documentation for WASH and infrastructure projects eg. Boreholes, Handdug Wells, Water Yards, Market Places, Solar Powering Systems, Facility Rehabilitation Works, etc. 
• Prepare Designs and supporting calculations, Scopes of Work and Bills of Quantities for the implementation of WASH and Infrastructure activities including rehabilitation and construction of facilities, as required.
• Provide relevant guiding inputs to the Area Coordinator and Programme Managers in relation to WASH and Infrastructure Engineering and Construction.

Programme Management:

• Provide technical support and oversight for all water supply  and sanitation infrastructure within the programme areas and ensure compliance with SPHERE standards
• Supervise construction contract management, technical quality, policy and procedural compliance and work plan supervision of all construction undertaken by Concern, including but not limited to water supply, sanitation infrastructure, building and facilities rehabilitations;
• Ensure that all construction materials are accounted for, tally with request orders and that the documentation of the release of these items is compliant with our logistic policy & procedures (procurement, warehousing, stock control);
• Adapt supervision and monitor through remote management of WASH services as the situation evolves.
• Ensure that minimum standards of technical quality are adhered to in all engineering activities and interventions and that they are technically and culturally appropriate, suitable for the given state, realistic and on budget
• Conduct WASH and Infrastructure assessments in remote locations, with programme staffs, prepare and submit detailed assessment reports to supervisors (Area Coordinator, PD, PM).
• Respond to the urgent WASH needs in remote locations through direct implementation including repairing of boreholes, tap stands and other water supply and treatment facilities and construction of emergency latrines, whilst providing recommendations on other longer-term solutions
• Actively participate in discussions on building responses in West Darfur as the situation evolves
• Preparations of drawing, plans, designs, technical specifications, estimates and BoQs, ensuring that Technical Packages (scopes of works, BoQ, Plans and Drawings) are in line and in compliance with minimum Spheres standards.
• Ensure water point and latrine drawings and designs are completed, accurate and compliant with Government , SPHERE and Concern standards
• Ensure the quality of technical designs and BoQs for water points, latrines and other WASH infrastructure are in line with recommendations from the Concern Head Office WASH Engineering Advisor.
• Work with the Programme Director and Area Coordinator to further build and maintain Concern’s emergency preparedness capacity.

Reporting and Donor Compliance

• Support the Area Coordinator to develop high-quality concept notes and proposals for the WASH programme interventions.
• Support other Programme Managers in developing high-quality concept notes and proposal for other Infrastructure projects and activities within the programme area.

• Support the preparation of timely and high quality internal and donor reports for the West Darfur programme, in line with donor requirements (narrative and financial);
• Prepare and share timely programme data as required by the Area Coordinator and Programme Director

People Management:

• Responsible for the line management of WASH project officers, ensuring that SMART objectives are shared, agreed and achieved.
• Develop and implement a technical capacity building for the WASH Team (hardware component).
• Ensure that all staff are aware of and comply with Concern’s policies and procedures
• Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance
• Ensure that staff and contractors are compliant and fully understand their obligations when signing the program participant protection policy (P4) and where non-compliance is suspected, to inform a member of the SMT so that the appropriate action can be taken by the Country Director.

Representation

• In the absence of a WASH PM and upon request, act as Concern’s focal point for WASH, participating in the WASH meetings, and other workshops and meetings.
• Share relevant information in a timely manner with all of Concern’s programmes in West Darfur. 
• Represent Concern to with government departments, donors and communities in State and County levels, with the support from the Area Coordinator, as required.

Others

• Support cross-sectoral periodic programme reviews in order to assess programme progress, capture lessons learnt and adapt programme strategies as necessary in accordance with Concern’s results-based management principles.  Ensure mainstreaming of cross cutting issues/approaches throughout the programme cycle including: Gender, Protection, HIV and Aids, Rights Based Approach, Accountability and do no harm philosophy.
• Ensure the West Darfur’s WASH team adheres closely to security protocols and procedures.
• Ensure that Concern’s policies - such as the Equality Policy, Code of Conduct, Programme Participant Protection Policy and related documents, Fraud and Whistle Blowing Policy as well as the minimum standards of humanitarian relief  and accountability (ICRC Code of Conduct, Sphere, CHS) - are adhered to by all staff. Report to the appropriate manager all violations of the P4 or CoC

ESSENTIAL

• Bachelors Degree in Engineering (Civil/Water/Environmental).
• Minimum of fifteen (15) years of progressive Engineering and WASH experience with an NGO implementing hardware component of WASH Programmes.
• Preferably with international work experience
• Management and Supervisory Experience.
• Experience in working in a complex emergency context.
• Demonstrated experience in the design, construction, repair and rehabilitation of water points (including hand dug wells, boreholes, piped water system and communal tap stands) and latrines (at a communal and household level).
• Must be able to perform Hydraulic calculations for piped water networks in rural settings
• Strong experience in green water construction (solar powered borehole development for water systems)
• Must have solid experience in building steel and concrete infrastructures such as Steel, Concrete water towers.
• Strong experience in organising tender processes: contractor appraisal/ assessment of technical designs/ BoQs etc. and development of construction contracts.
• Experience in managing and training of staff and contractors on design, construction, and technical standards.
• Knowledge and experience in water system related design software (Water CAD, Epanet…)
• Above average IT skills, proficient in the operation and use of MS Word, Excel, AutoCAD or any drafting software.

DESIRABLE

• Familiarity with Sphere guidelines and CHS
• Experience of work in Sudan (rural setting) / Horn of Africa region
• Experience in rapid response missions in remote humanitarian settings
• Familiarity with IT equipment, HF/VHF radios and security issues;
• Resiliency and adaptability to harsh and very challenging conditions
