Background: Terms of Reference (TOR) TREE Action Programmes Number (3) Cheese production Programme
1.PROJECT BACKGROUND The Ministry of Social Development (MoSD) is implementing the "BUILDING CAPACITY FOR INCLUSIVE SERVICE DELIVERY" (BCISD) project in partnership with the African Development Bank. The project is managed by a Programme Implementation Unit (PIU) established inside the Ministry of Welfare and Social Security. The ILO is taking responsibility under the AfDB-MoSD programme for the realisation of major parts of the programme's third outcome: Sustainable community-based safety-net platforms in North Kordufan and White Nile (CAPISUD Sub-project). Below is a summary of ILO CAPISUD project.

Duties and responsibilities: 1.TREE ACTION PROGRAMME
TRAINING FOR RURAL ECONOMIC EMPOWERMENT (TREE) TREE is a methodology adopted to achieve project result (1). TREE is an ILO methodology for promoting the economic empowerment of the rural poor. TREE seeks to empower the rural poor by:
TREE ACTION PROGRAMMES The project’s TREE ACTION PROGRAMMES are a number of vocational and employability-training programmes based on the identified promising economic opportunities studies conducted by the project (output 1.2 below). The project will implement these programmes through different technical specialised implementing partners. This TOR is the subject of Fishing as one of the identified economic opportunities in target areas. TREE Action Programmes focus on trainings delivery and post-training support (Outputs 1.3 and 1.5 below), while linking beneficiaries with ILO Result (2): entrepreneurial skills development.

2.ASSIGNMENT SCOPE
ASSIGNMENT OBJECTIVES Implementation of TREE Action programme for training and labour market integration in Cheese production for 100 beneficiaries in the White Nile and North Kordufan states, by reaping the economic potential of the sector selected in selected communities and localities.
TARGET COMMUNITIES
TARGET GROUPS The main beneficiaries of this action programme are rural youth aged between 18 and 35, of whom at least 30% are women, who live in the target communities in White Nile and North Kordufan State. The right to decent work and sustainable economic integration of people with physical or mental disabilities will be respected. They will be included as project beneficiaries and reasonable accommodation facilitated to ensure their inclusion. 4.KEY DELIVERABLES
5.MANAGEMENT AND OTHER ARRANGEMENTS PARTNERS AND COUNTERPARTS The assignment will be conducted in close collaboration with the Ministry of Social Development (MoSD) and BCISD project implementation unit (PIU) in both states. The activities planned under this programme will be carried out by the implementing partner in a participatory approach strongly involving the various parties who will have an interest in employment promotion in the target localities and communities. The programme coordinator, employee of the implementing partner, will, in coordination with the local state officer of the ILO, create a favourable climate for exchange and constructive decision-making with multiple actors of the localities and communities concerned. The implementing partner will also present, periodically, the progress and work plan of the TREE Action Programme to the local development committees at state and locality level. The implementing partner should be available to collaborate with project partners when needed/requested.
6.CONDITIONS OF THE ASSIGNMENT & PAYMENT ARRANGEMENTS The potential consultants have to come up with financial proposal for the facilitation of the assigned deliverables.

Minimum Qualification, Skills and Experience Required: REQUIRED EXPERTISE The profile of the selected entity should meet the following requirements:
The bidding institution should provide team Curriculum Vitae with one team leader, and technical experts. The CVs have to pinpoint relevant past experience, highlight comparative advantages, and have to be in English Language.

EXPECTED DURATION The start date of the assignment is upon the signature of the consultant contract. All assignment’s deliverables is expected to be delivered to the satisfaction of the ILO before 30/7/2022.
REPORTING All field deliverables will be in Arabic language. All activities and deliverables will need to comply with the ILO and donor media and communication guidelines. While All reports and documents provided to the ILO will be in English, to facilitate review and feedback by ILO
