 Background:

The IRC restarted operations in Sudan in November 2019 after operating from 1982 until 2009, successfully obtaining re-registration in Khartoum with the transitional government, and launching initial programs to support displaced populations in urban settings around Khartoum. 

 

Sudan is experiencing multiple challenges generating including macroeconomic crisis, armed conflicts and displacement, protracted refugee situations and natural disasters, as well as Covid-19. The result of this crisis is large-scale humanitarian need across the country leaving an estimated 9.3 million people in need. On top of this, In November 2020, fighting in the Tigray region of Ethiopia led to the flight of around 60,000 refugees to eastern Sudan.

 

In response to growing needs in recent months, the IRC has scaled up capacity through the emergency response team and expanded humanitarian activities in the east of the country in response to the Tigrayan refugee crisis. The IRC currently has one field base in Gedaref in addition to the head office in Khartoum, and is looking to expand in program scale, scope, and geographic support over the coming months.



 
 Duties and responsibilities:

The HR  Officer is responsible for specific aspects of HR  at IRC country office 

 

 ED- Key Result Areas:

 

· Implementation of IRC policies and procedures.

 

 

HR Management Tasks:

 

·Work together with the HR Manager in the implementation of IRC’s Global HR Operating Policies and Procedures and ensure all HR activities are   carried-out in adherence to these standards and in compliance with all labour laws, carry-out regular field visits for dedicated HR support to field teams   if needed.

 

·Manage full-cycle recruitment process and directly recruit positions ,develop candidate rosters, employ traditional sourcing strategies, actively network   and employ innovative, creative recruiting methods to hire the best talent.

 

·Coordinate and monitor contract renewals, all staff & Non Staff related entry and exit documentations upon hire and at exits after end of assignments.

 

·Plan, conduct and track new employee orientation to ensure every new hire receives on-boarding/training and foster a positive attitude towards organizational objectives.

 

·Act as the focal person for all benefits inquires, submit monthly reports where needed and ensure all staff are enrolled to the schemes upon hire,  delegate benefits administration as appropriate.

 

·Manage timely and accurate monthly payroll for the country program and train backup staff to manage this when absent.

 

·In partnership with HR Manager, ensure strong performance management processes, follow up on all performance management evaluations ensuring   that all new employees receive goals within 30 days and that this is done in a timely and professional manner. Correlate salary merit increments for payroll, and process Change of Status forms for all staff.

 

·Maintain the HR database (inclusive of the leave database, tracking of staff probationary periods, timesheets etc.).Regularly update the personnel records filing system ensuring that information is filed in an orderly and timely manner.

 

·Work with HR Manager to resolve specific employee relations issues with professional grace, as requested, lead investigations to resolve issues/conflict in the workplace.

 

·Serve as an ambassador and champion for the IRC Way Standards for Professional Code of Conduct.

 

·Ensures the correct filing of all the HR recruitment documents.

 

Timesheet:

 

·Maintaining the timesheet tracker for national and international staff

·Ensure that queries related to timesheets is handled timely manner

·Ensure the proper Tracking and monitoring of timesheets, annual leaves, sick leaves, and absence in respect of the local legislation.

 

Recruitment and Selection:

 

Provide support in area of recruitment and selection

a. Screen CVs

b. Filling CVs

c. Schedule interviews

d. Filling all recruitment documentation

 

 

Policy compliance – IRC way policies

 

·Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to the CD. The reporting of violations is an obligation to   all staff members.

·Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other   humanitarian workers.

Confidentiality: -

Ensuring the non-disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.

 

Note: IRC does not allow online / remote testing or Oral interviewing as well as remote working modalities.


 
 Minimum Qualification, Skills and Experience Required:

Education

 

· Bachelor in Human Resource Management/Business Administration, economics, Social Sciences or other related fields

 

Experience

 

· 3-5 year of relevant professional experience as HR/Admin Officer

· Previous experience working with an international NGO in a cross-cultural setting,

 

Skills:

 

·Strong organizational and time management skills, Communication skills, team-player but also able to work independently

·Compassionate, self-motivated, enthusiastic, energetic

·Computer literate, with high degree of proficiency and productivity in Ms. Office.

·Ability to work comfortably and effectively, either at own initiative or under direction.

·Fluency in both Arabic and English, written and spoken
