Movement Cooperation Officer

 Background:

The International Committee of the Red Cross (ICRC), an impartial, neutral and independent organisation striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person to fill the position of Movement Cooperation Officer 2 in its sub-delegation in Kassala.

Purpose:

Movement Cooperation Officer 2 contributes to developing and implementing the delegation's objectives for cooperation with the International Red Cross and Red Crescent Movement (the Movement) in line with the ICRC’s Movement policies and in consultation with the Sudanese Red Crescent (SRCS). S/he contributes to building positive relationships between the ICRC and other Movement components, particularly the SRCS, in the scope of his/her geographical assignment.

 



 
 Duties and responsibilities:

  • Contributes to implementing the operational partnerships between the ICRC and the SRCS by working closely with colleagues and the SRCS to develop joint procedures and partnership agreements; develops the partnership skills of the ICRC and SRCS Branches.
  • Identifies the SRCS’s strengths and weaknesses to better identify a strategy and objectives for capacity-strengthening and Emergency Preparedness and Response EPR. Clearly communicates strategy and objectives to colleagues in the ICRC.
  • Undertakes field missions, if possible, jointly with SRCS, to prepare and attend assessments that contribute to SRCS capacity-strengthening, and monitor/ensure implementation of ICRC-SRCS partnership/Cooperation ambitions.
  • Maintains an open line of communication with SRCS Branches’ staff on capacity-strengthening needs and support.
  • Contributes to maintaining a constant overview of the Movement’s activities, capacity and affairs; contributes to organizing various Movement meetings; supports the Head of Sub-Delegation on issues related to coordination within the Movement.
  • Ensure that the SRCS Branches provide operational and financial reports on a regular basis and according to established formats and procedures; provides training and regular coaching in financial management and reporting to SRCS staff.
  • Disseminates the movement principles and operational mechanisms, also communicates/promotes the SRCS’ specific auxiliary status to State authorities in humanitarian services provision.
  • Represents ICRC & disseminates on ICRC activities to the SRCS and other Movement Partners.

 


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s Degree or equivalent higher education degree in a humanitarian area, socio-economic development, humanitarian law, human rights or equivalent field. Postgraduate or master’s Degree is an asset;
  • Minimum 2-3 years’ work experience in a field relevant to Movement Cooperation/Partnerships (inside or outside the ICRC);
  • Minimum 2–3 years' Program/Project Management experience with the ICRC and/or any other Red Cross/Red Crescent component.
  • Excellent command (spoken and written) of English and Arabic;
  • Computer proficiency/expert level in computer skills;
  • Skilled in the following competencies: Project/Program management; Networking & Communication; Adapting & Learning; Responsibility & Autonomy; Communication (ability to express views and ideas); Analysis & Synthesis; Security Management;
  • Very good knowledge of the humanitarian and socio-political environment of the country;
  • Readiness to spend 50-75% of the time in the field;
  • Driving license
  •  Skilled in the following competencies: Adapting & Learning, Communication (ability to express and exchange views and ideas), Analysis & Synthesis;
