 Duties and responsibilities:

AREA/DEPARTMENT GENERAL OBJECTIVES

The Logistics Manager is overall responsible for all logistics/SCM activities in Khartoum and be technical Logs referent / functional line manager for Logistics Assistants in White Nile and Blue Nile bases for all activities related to Logistics (procurement, fleet, storage, equipment’s, premises, management and / or supervision of staff) and together with Logs Manager of Central Darfur and South Kordofan bases (also based in Khartoum), and Field Coordinator (White Nile, Blue Nile) actively contributes to the security management (analysis and operational implementation) of Khartoum as well as respective base offices.  

The  Logistics Manager is responsible for all related procurements strictly following donors’ and Kit log guidelines. In addition, s/he will closely supervise/update the entire equipment list, supervise vehicle fleet and office maintenance in Khartoum, and supervising the same for White Nile and Blue Nile bases, to ensure efficient response to programmes.

 

POSITION GENERAL OBJECTIVE

The Logistics Manager will provide overall leadership in running overall Logistics function for all projects / programme concerning half of the Action Against Hunger Sudan country office (Blue Nile and White Nile bases and partially for Khartoum capital office) for all AAH projects and responsible for all Logs - related activities, including planning, collection, analyse data and reporting on LOGISTICS.   

 

Objective 1: Supply Chain

  • Directly responsible for procurement of all items (goods) for / from Khartoum office and for overseeing same for White Nile and Blue Nile bases of AAH
  • Related to above bases, oversees all tasks related to the procurement process such as quotation requests, suppliers’ visits, arrangement of delivery/confirmation, satisfactory quality/payment, price monitoring etc.
  • Ensure AAH procurement procedures and donor requirements are respected
  • Verify all procurement documentation including but not restricted to quotation requests, summary table, purchase orders, contracts
  • Liaise with technical departments for procurement meetings, technical validations, Project Procurement Plans must be up to date for every project.
  • Organize and archive documentation for purchases following internal procedures according to Action Against Hunger Kit Log.
  • Ensure accountability, transparency and due diligence as per AAH Principles and Code of Conduct/Code of ethics.
  • Follow up of orders in a timely manner.

Objective 2:  Vehicle fleet management in Khartoum, White Nile and Blue Nile bases

  • Supervise the daily and weekly movement planning according to project’s requests.
  • Ensure full compliance of AAH security rules for drivers (seatbelt use, speed limits, daily reporting, etc.).
  • Supervision of vehicle movements (as support to Field Coordinator)
  • Ensure the maintenance and fuel consumption of vehicles is monitored in accordance with Kit Log (logbook, fuel usage etc.)
  • Ensure the proper follow-up of administrative tasks for the  fleet (rental contracts, insurance, and permits).

Objective 3: Equipment management & office maintenance in Khartoum, White Nile, Blue Nile base

  • Ensure the proper labelling and use, the optimal state, proper maintenance, storage and repair for equipment (computers, printers, photocopy machines etc).
  • Ensure the  Equipment list is up to date.
  • Manage and control the stock of office stationery supplies.
  • Supervise allocation and adequate use of equipment for all users by filling up the material loan form.

Objective 4: Management of staff

o   Functional line manager for Logs officers / assistants in Khartoum, Blue Nile and White Nile bases, as well as direct manager of AAH drivers and guards in Khartoum office – all staff are to be treated fairly and respectfully, irrespective of pay grade and job level

o   Ensure proper training and refreshers training (on AAH Logs and safety and security procedures and protocols) for AAH and partner organizations’ Logs and security staff (including drivers, watchmen and guards)

o   Technical referent for all Logistics related matter for White Nile and Blue Nile bases, and partially Khartoum base  

Objective 5: Support Country Director and Field Coordinator with Security Management

o   Actively contributes to security management (analysis and operational implementation)

o   Monitor and report any incident related to security and report to CD

o   Working with Field Coordinator, update Base Security Management Tools for White Nile and Blue Nile bases (work together with CD and Logs Manager (KHT, CD, SK) for Khartoum BSMT) and share with CD for review  

o   Establish network of contacts at Khartoum level and bases for timely updates on security and safety developments impacting AAH staff and operations

Objective 6: Additional responsibility:

o   Ensure team spirit and motivation within AAH team

o   Travel in a regular basis to White Nile and Blue Nile bases

o   Any other Logistic and admin duties assigned by the CD

o   Contribute to Country Strategy development and revision of Safety & Security package for the mission, among others, processes to be led by CD.

Fulfil any duties that are inherent to the position and requested according to mission needs and context.

 


 
 Minimum Qualification, Skills and Experience Required:

KNOWLEDGE AND EXPERIENCE REQUIRED:

 

Training:

  • Graduate in Logistic, Engineering or any other similar field related to the job.

Technical specific knowledge:

  • Prior knowledge Action Against Hunger procedures and KIT Log V3 desirable

Previous experience (years):

  • Minimum 5 years previous experience in the field of logistic in humanitarian sector with an international INGOs or UN.
  • Good background about the preparation of budget and financial reports.
  • Field experience in Sudan required

Humanitarian sector knowledge:

 

  • At least five years of humanitarian experience and/or in Logs / SCM / Procurement
  • Significant exposure and experience in working with (I)NGOs
  • Familiar with Humanitarian minimum standards

Organization knowledge:

Working experience with INGOs preferable.

Languages:

Excellent English and Arabic speaking and writing skills required.

IT systems:

 

Excellent knowledge of MS Office package (mandatory) ; advanced knowledge and demonstrated use of excel is required ; IT knowledge would be considered an asset

Frequent travel to project sites

It is expected that the person would have very strong analysis capacity to manage the LOGs functions including remotely (Khartoum in-person, sharing with other Logs Manager in department, and 70% of the time White Nile and Blue Nile remotely)

Proven capacity and experience in capacity building and training organization staff as well as local partner staff

Experience in negotiation with suppliers and working closely with Finance department

Team player and flexible to adopt according to changing contexts and situation
