Deputy Finance Manager
International Aid Services

 Background:

The Deputy Finance Manager is expected to provide strategic support to the Finance Manager. This includes direct involvement in day-to-day operations to make the Finance Office more effective, efficient, and transparent. The areas of operation include financial policy implementation, donor budget tracking (debits and credits), internal audits, financial report preparation, and external audit support.  

 

 



 
 Duties and responsibilities:

Financial Management and Reporting

  • Disburse of funds and verify the accuracy of the financial support documents for all financial transactions in accordance to policies and procedures
  • Perform daily Journal Entries into Accounting System and archiving all financial transactions into dedicated Google Drive Folder
  • Perform full set of accounts closing, Bank reconciliations, Cash reconciliations on monthly basis and Liaising with banks for all finance matters and transfers
  • Prepare monthly Financial Statements (Balance Sheet, Trial Balance, Income Statement and Cash Flow Statement) and submitted to Khartoum office on a monthly basis.

Budget Planning and Management

  • Assist in Budget preparation and management for project activities;

Bank and Cash Reconciliation

  • Ensure that Monthly bank and cash reconciliations are done
  • Handle the Full bank function including Cheques, Transfers and Funds requests in conjunction with the Khartoum Office

Audits and Risk Management

  • Liaison with Khartoum office to ensure thorough accurate and timely internal / External audit process including responding to Audit recommendations
  • Perform spot finance check to local partners for all projects records/documents are accurate and clearly presented information within required timescales.

Reporting

  • Supporting accountants and Finance Officers on their day to day activities.
  • Reviewing  payment vouchers and other journals vouchers to ensure proper charging, donor coding and completeness per required IAS and donor financial standards.
  • Ensure that local partners adhere to both IAS and donor accounting standards.
  • Make sure that all Balance Sheet and Income Statement accounts relating to projects are reconciled on a monthly basis.
  • Ensure that inter-company reconciliation is done on a monthly basis
  • Be responsible for timesheets reconciliation and ensuring office risk is eliminated as a result of non-compliance to IAS policy.
  • Be responsible for allocation of shared costs to various projects
  • Assist Finance Manager in analyzing of grant expenses against the approved budgets.

Monitoring

  • Periodic visits to project field offices to ensure compliance, financial controls and procedures are in place.
  • Identify deficiencies in financial understanding among the IAS staff and work with Finance manager to conduct informal capacity building activities and/or formal training workshops as necessary.  

Audits

  • Assist in implementation of audit recommendations
  • Participate in preparation of both annual and project audits.

Others

  • Ensuring confidentiality and professional integrity is upheld at all times;
  • Perform any other duties as assigned by Management.

 

 


 
 Minimum Qualification, Skills and Experience Required:

  1. Education: Bachelor’s degree in Finance related Field, Master degree is Advance.
  2. Experience: 3 years’ experience in Senior Finance position
  3. Knowledge: Minimum knowledge required to fulfil this job – Computer skills
