Position Description

This position is for the MOMENTUM Integrated Health Resilience Project (MIHR) in Sudan, implemented by CARE, with IMA World Health and JSI. MIHR works to strengthen the capacity and resilience of both community and health systems in focus countries to enable them to plan and implement health strategies that reach target populations while addressing the underlying determinants of poor health and the impacts of fragility. In Sudan, MIHR will work in South Kordofan to improve and strengthen quality maternal, newborn, and child health (MNCH) services at state and locality levels, as well as build on existing humanitarian programming to improve the sustainability of rural water, sanitation, and hygiene (WASH) service delivery.

The Monitoring, Evaluation, and Learning (MEL) Officer for MIHR Sudan will support the implementation of state-level MEL activities, in close collaboration with the MIHR Sudan Senior MEL Advisor and MIHR HQ/MEL team. The position will be based in South Kordofan, Sudan and will report to the Senior MEL Advisor. This position is contingent upon funder approval of key personnel and availability of funds.

Key Responsibilities

• Support the implementation of the project’s MEL activities in South Kordofan, including 1) monitoring of project indicators; 2) implementation of baseline and routine project monitoring activities; 3) coordinate and strengthen data collection, data cleaning, data quality, and data analysis (quantitative and qualitative); 4) synthesizing data and study outcomes for presentation in reports and presentations; and 5) quality assurance and auditing of data
• Support the implementation of the project’s monitoring, assessment, and evaluation activities, which may include routine data, performance evaluations, surveys, formative research, qualitative studies, and rapid/special studies
• Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence
• Conduct training and other capacity building efforts for MIHR staff and partners in MEL, data collection and management, and learning methods
• Ensure that data from the project is collected, analyzed and used among stakeholders for learning and policy development and on-going course correcting
• Assist in the dissemination of information on successful and promising approaches, lessons learned, and other project results to local and state-level intergovernmental bodies, donors, partners, and other stakeholders
• Promote forums that facilitate collaboration, learning, and action because of this information
• Other related tasks as needed

• Education:
  • Degree in public health, demography, sociology, epidemiology, biostatistics, psychology, or a related field

• Experience:
  • Four years’ senior-level experience in M&E and research related to large scale FP/RH/MNCH programs, preferably with USAID funded projects
  • Demonstrated experience and familiarity with a range of qualitative and quantitative monitoring and research methodologies, such as, use of secondary data, behavioral surveillance surveys, etc.
  • Experience conducting quantitative/statistical and qualitative data analysis
  • Experience implementing project monitoring systems in Sudan, preferably in South Kordofan
  • Experience in assuring data quality and/or conducting data quality assurance (DQA) reviews
  • Experience working within DHIS2 desirable

• Knowledge/skills:
  • Excellent knowledge of data collection protocols for quality data collection and verification
  • Ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation
  • Familiarity with USAID reporting requirements
  • Proven ability to work as an effective team member
  • Limited oral and written communication skills in English preferred
  • Ability to work and travel within Sudan
