Position Description

 

This position is for the MOMENTUM Integrated Health Resilience Project (MIHR) in Sudan, implemented by CARE, with IMA World Health and JSI. MIHR works to strengthen the capacity and resilience of both community and health systems in focus countries to enable them to plan and implement health strategies that reach target populations while addressing the underlying determinants of poor health and the impacts of fragility. In Sudan, MIHR will work in South Kordofan to improve and strengthen quality maternal, newborn, and child health (MNCH) services at state and locality levels, as well as build on existing humanitarian programming to improve the sustainability of rural water, sanitation, and hygiene (WASH) service delivery.

 

The Health Systems Strengthening (HSS) and Supply Chain Officer for MIHR Sudan will support the implementation of MIHR’s HSS and supply chain activities at the state and community level. The position will be based in South Kordofan, Sudan and will report to the State Program Manager. This position is contingent upon funder approval of key personnel and availability of funds.



 
 Duties and responsibilities:

Key Responsibilities

  • Provide technical guidance and monitor the HSS and supply chain activities of the project within South Kordofan
  • Conduct and/or facilitate logistics assessments, surveys, evaluations, data collection, and reports, including follow-up on coordination, technical, and operational  needs from the Sudan Ministry of Health (MOH) at the state and community level
  • Support MOH and other stakeholders to strengthen their internal supply chain and logistics management capacities in quantification, procurement, warehousing, distribution, and dispensing of health commodities.
  • Work in close collaboration with the State Program Manager and MIHR HQ to address all technical and programming requests
  • Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing HSS and supply chain activities, results and evidence
  • Represent MIHR in technical working groups pertaining to HSS, commodity security, and supply chain management as needed
  • Support other related MIHR activities as needed.

 
 Minimum Qualification, Skills and Experience Required:

  • Education:
    • Degree in public health, supply chain, logistics management or business administration, or a related field
  • Experience:
  • Four years of experience implementing, and evaluating HSS and supply chain programs of similar nature, size, and complexity, with national or local governments, NGOs, or donors
  • Experience working on integrated FP/RH, MNCH, nutrition, and/or WASH programs
  • Experience working on USAID-funded projects preferred
  • Experience working in health commodity supply chain management, warehousing, monitoring, and distribution
  • Experience working on project implementation in fragile settings, preferably in South Kordofan, Sudan
  • Knowledge/skills:
  • Familiarity with Sudan’s health systems and issues within health commodities supply chain management
  • Proven ability to work effectively at the state and local levels of the Sudanese health system
  • Knowledge of USG health initiatives and related reporting requirements and funding parameters
  • Demonstrated qualitative and quantitative skills
  • Proven ability to work as an effective team member
  • Limited oral and written communication skills in English preferred
  • Ability to work and travel within Sudan
