 Background:

Under the general direction of the COVID-19 Immunization Project Manager, the health officer will develop processes and manage day-to-day operations to improve the quality and quantity of communication to enhance informed COVID-19 vaccine uptake decision-making by the targeted population in Khartoum with the aim to achieve an increased utilization rate of the supplied vaccines.



 
 Duties and responsibilities:

The Health Officer is expected to perform the following tasks:

 

  1. Indepthly assess the level of knowledge, capacities, concerns, structures and vulnerabilities of different groups in the communities in regards COVID-19 and its vaccines. And create a C-19 vaccine demand generation committee at community level. Ensures proper and timely coordination and establishment of community partnerships.
  2. Develop a detailed implementation plan based on the National Communication and Demand generation plan for COVID-19 vaccine campaign.
  3. With support from the Health project manager, regularly work with the mobile vaccination team to strategically improve/increase C-19 immunization coverage.
  4. In consultation with the C-19 vaccine demand generation committees, organize monthly meetings at community level with the aim to to strategically improve/increase C-19 immunisation coverage.
  5. Facilitate the development of communication channel/materials (IEC/BCC. Radio/TV spots, booklet etc.) in consultation with UNICEF/MoH/WHO and other demand generation actors.
  6. Work with a local NGO as a partner to identify and select HPs, CHWs and the community heads. Work closely to supervise all activities of health promoters and community health workers.
  7. Work closely with the national C-19 vaccination team in organizing the media sensitization workshop.
  8. Work closely with our local partner, HPs, CHWs and Health Project Manager to track rumors and any other misconception regarding COVID-19 vaccine in the media and bring it to the notice of the MoH, UNICEF, and other relevant national actors through the Medair Health and Nutrition Advisor.
  9. Facilitate training of CHWs, HPs and other trainees on interpersonal communication and other relevant topics around COVID-19 vaccines.
  10. Conducts regular analysis to identify communities with unmet need/low utility.
  11. Work to ensure that project activities will be implemented in accordance with the National MoH (NMoH) strategic plan and donors’ policies.
  12. Regularly liaise with the other ministries - Ministry of Information, Ministry of Local Government Affairs, communities' leaders of the targeted localities, and other key actors like local, national and international civil society.
  13. Work with the Logistics teams to manage all related materials.
  14. Ensure accurate and timely reporting.

 
 Minimum Qualification, Skills and Experience Required:

  • Relevant Degree/Diploma
  • Two years of progressive operational or administrative experience in a Public Health or Healthcare environment; with One year in a supervisory capacity.
  • Experience working on complex projects that change regularly.
  • Experience working with diverse populations and cultures.
  • Basic proficient in Microsoft Office Suite software including 365 programs.
  • Knowledge of immunization programs and vaccine delivery systems.
  • Ability to write and speak in fluent English.
  • Ability to provide operations/logistics expertise, technical, and administrative assistance to a healthcare team.
