MEAL Officer
International Aid Services

International Aid Services (IAS) is an international relief and development organization founded in 1989 with the purpose of assisting people in need. IAS core sectors are Water Sanitation and Health (WASH), Civil Society Development (CSD) and Inclusive Education (IE). Since 1 January 2019 IAS has merged with Läkarmissionen.  Liaises with:: WASH Officers, CDOs, Programme Coordinators, Deputy Programme Manager.

 Duty Station: Khartoum 30%, frequent filed visits 70%
 Duration: One Year with possibility of extension

 Background:

The MEAL Officer primary responsibility is to coordinates M&E activities and will participated in building capacity of IAS in M&E and its implementing partners.

 

 



 
 Duties and responsibilities:

Reporting

  • Upon request from the supervisor, participate in compiling project reports
  • Provide monthly reports to assess progress of projects

 

Project development and proposal writing

  • When needed, participate in the elaboration of project proposals

 

Monitoring, Evaluation and learning

  • Conduct field project monitoring visits according to approved Terms of Reference
  • Ensure that all projects have M&E plans, and tools for measuring progress
  • Ensure that all projects have indicators and that data to measure the project indicators is collected regularly.
  • Lead the process of conducting Needs Assessments in line with approved concept notes or ToR.
  • Document lessons learnt and success stories from projects
  • Provide recommendations to the Deputy Programme Manager and Programme Manager to ensure that projects are implemented in an effective and efficient manner.
  • Ensure that baseline data for all projects is in place.
  • Ensure that monthly Project Performance reports are submitted to the DPM.
  • Conduct quarterly project M&E visits and submit monitoring reports clearly showing projects progress.
  • Review ToRs for project evaluations and participate reviewing in quotations from consultants.
  • Review and sign off project evaluation reports 

 

Capacity Building of local partners

  • Build capacity of IAS staff in MEAL.
  • Build capacity of IAS partner organisations in MEAL.

 

Networking

  • On request from the PM, attend collaboration/sector coordination meetings.
  • Identify and recommend networks, consortia, or organisations for possible collaborations.
  • On request from the CD or the PM, represent IAS in formal and contractual matters relating to government departments and services.

Identification of Local Partners

  • On request from PM, make assessments of existing and potential local partner organisations.

 

Others

  • Perform any other duties as assigned by managment.

 

 


 
 Minimum Qualification, Skills and Experience Required:

  1. Education: Minimum education required to fulfil this job is Post Graduate Training in Monitoring and Evaluation 
  2. Experience: Minimum years of experience required to fulfil this job and in what field:

2 years working in a senior position in Monitoring and Evaluation Position in an International Organisation

  1. Additional certifications needed as a minimum required: M&E, Research& Data analysis
  2. Knowledge: Minimum knowledge required to fulfil this job: Must have a good understanding of MEAL systems, theory of change and must have had experience setting up an M&E system in an NGO.

Job Commitment

  • Starting date: As soon as possible.
  • Duration of commitment: Minimum 1 year with a 3 months’ probation period and possibility of extension.
