 Background:

The International Committee of the Red Cross (ICRC), an impartial, neutral and independent organisation striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person to fill the position of International Humanitarian Law and Human Rights Law Assistant in Khartoum.

Purpose: ​

International Humanitarian Law and Human Rights Law Assistant contributes to designing, planning and implementing activities in relation to the dissemination and implementation of the International Humanitarian Law and International Human Rights Law among armed carriers and contributes to representing the ICRC externally and building the necessary understanding and acceptance and support for the ICRC among key stakeholders. These in coordination with the management of the field sub-structure and/or Communication or Communication/Prevention Manager.

 



 
 Duties and responsibilities:

  • Contributes to defining prevention objectives, strategies and plans of action for the geographic area or programme covered, in line with the field sub-structure's priorities and/or the delegation’s communication/prevention strategy.
  • Assists the Prevention team in the organisation International Humanitarian Law and International Human Rights Law (IHL-IHRL) trainings and integration among armed carriers.
  • Supports armed carriers for the organisation of training of trainers’ seminars (thematic discussion and context adaptation, logistic coordination, administrative references) and actively participates in the elaboration of didactic material, dissemination tools, the conduction of the trainings and their curriculum’s humanitarian component.
  • Implements relevant activities and develops tools for communication, promotion of the applicable international law, contributes to digital communication and information analysis/environment scanning and interaction other relevant audiences in line with the department’s objectives.
  • Supports the Head of Sub-Structure and/or Communication or Communication/Prevention Manager in networking with relevant stakeholders and represents the ICRC to various audiences; creates, maintains, develops and feeds a database containing various levels of contacts and relevant institutions
  • Organizes meetings, gatherings or conferences following administrative and logistics procedures.
  • Follows political, security and humanitarian developments, as well as other issues relevant to the ICRC's reputation/perception and capacity to operate in the geographic area covered, contributing to their analysis.
  • Interprets and translates from and into the local language to support communication programmes when required.
  • Provides technical and administrative support to the communication team (e.g. filing, stock management, event organization) when required.
  • Supports internal IHL and communication-related trainings and coaching for field-structure staff and/or other departments when needed.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in International Humanitarian Law (IHL), International Human Rights Law (IHRL), law, communication or any relevant fields. Military or Police Academy with proved studies of IHRL-IHL is equally accepted
  • At least 3 years of relevant experience.
  • Previous experience in Law Enforcement in a command position is a strong asset
  • Legal and security studies required.
  • Military and police experience an asset.
  • Fluent in written and spoken English.
  • Excellent communication skills.
  • Excellent capacity to analyse the political and social environment.
  • Teamwork skills and availability to work in difficult environmental conditions.
  • Availability to travel frequently for field missions.
  • Computer literacy.
