 Background:

International Medical Corps (IMC) is looking for qualified Sudanese Logistics Officer to work under the supervision and guidance of the Site Manger.



 
 Duties and responsibilities:

The Logistics officer works under the guidance and supervision of the Site Manager. He/she is responsible for the logistics management at the site. He/ She oversees the Warehousing, Transportation (cargo and staff) asset management, ICT, fleet management both rental and IMC owned vehicles, management of generator/power supply and oversees the procurement process and activities to ensure they are managed in line with IMC policies and practices. He/she supervises the staff working in the all logistics department. He/she is responsible for the collection of information and the review and timely development and submission of the weekly and monthly logistics reports. Main tasks and expected results:

A. LOGISTICS MANAGEMENT:

  • Conducts the logistics meeting in the morning ensures priorities are set and tasks are distributed to the logistics staff. Aligns the logistics team priorities with the program priorities.
  • Participates in site management meetings presents the achievements made by the department in support of program implementation and provides procurement updates. He obtains feedback, recommendations and directions from the management team and ensures there timely implementation.
  • Coordination with other departments: Maintain a close relationship with all departments to ensure operations are running smooth and communication is effective and efficient at all levels.
  • Assure that all logistics and procurement activities are done as per the international Medical Corps and donor regulations and policy all the time.

B. REPORTING AND DOCUMENTATION:

  • Is responsible for the development of the site monthly logistics report. Gathers the information required reviews the information presented and checks on its accuracy/ quality and updated/edits documents from his colleagues before submission.
  • Prepares the quarterly warehouse inspection reports and supporting evidence required.
  • The report must be transmitted before the 01st day of the following month and covers the period from 1 to 31.
  • Ensures the report are complete, correctly numbered, reviewed by site manager or Area Coordinator and sent in timely manner to Khartoum office
  • The monthly report should comprise: o Narrative Report o Fleet Report o Generator Report& Fuel Register o Warehouse reports- General and Medical o Procurement tracking sheet, (weekly) o Contracts tracking sheet o GIK report with supporting documentation (Donation letters and WB) o Field Procurement Plans (updated by program manager)
  • Ensures all logistics operations are fully documented in a well-organized filing system.
  • Ensures an original and electronic copy of all procurement contract and document are kept on file and shares copies of the documents with the relevant departments.

C. WAREHOUSING

  • Responsible for the warehouse officers ensure IMC warehouse are managed in line with IMC policy and procedures. Ensure items are properly received, stored and released for the warehouses.
  • Conducts monthly spot checks of all warehouses and document
  • Conduct quarterly Warehouse Inspection and submit report to Khartoum reviewed by site manager or Area Coordinator
  • Conducts annual physical stock inventory count
  • Checks on expiry dates of commodities
  • Ensures items are properly segregated by donor/ grant including GIKs
  • Assure GIK’s are recorded and reported on time regularly
  • Ensure the stock levels to avoid stock-outs. Report any expected stock-outs well in advance

D. FLEET MANAGEMENT AND TRANSPORT PLANNING

  •  Reviews the monthly movement plans and ensure that adequate numbers of vehicles are made available or leased on time as per program request
  • Responsible for the management the fleet of IMC and Rental vehicles - ensure they are cleaned, well equipped with all standard equipment, fueled and well maintained
  • Assigns transport to programs and operation team on a daily basis.
  • Ensure vehicle movements are well tracked and coordinated by the logistics assistant
  • Conducts training for drivers and orientation for the transport vendors
  • Coordinates shipment of supplies determines capacity of vehicles to use and liaises with programs, warehouse officers and vendors.
  • Supervision the assessment and repairs of IMC vehicle

E. GENERATORS AND POWER SUPPLY:

  • Responsible to ensure generators are working at all times and they are properly cleaned, installed and maintained.
  • Responsible for generator fueling and operations- ensure that the generators are fueled before the start of the working day or after hours. Ensure that a minimum stock of two months fuel is available or prepositioned.
  • Responsible for ensuring generators are maintained on a monthly basis or upon reaching the recommended hours (every 200 hours) or as manufactures specification.
  • Responsible to ensure the logistics assistant or guards conducts daily and weekly checks and fulfills the task listed on his job description.
  • Maintains a database of skilled technicians with full contact details posted within the office.

F. DONATIONS –GIK

  • Follow-up on the proper GIK management - ensure GIK are stored separately and labeled, separate filing system is set up and monthly tracking is conducted.
  • Ensures GIKs are reported and tracked- ensures the donation documents and sent to the GIK reporting officer and the donation tracking sheet is provided.

G. ASSET TRACKING:

  • Keep and updated asset file/ register.
  • Check all assets when purchased or received and updates the asset records.
  • Receives scanned waybills from site for each asset movement.
  • Conducts Quarterly mandatory asset inventories and keep a signed copy of the asset register on file.
  • Ensure all furniture items are tagged upon delivery and they are released from the warehouse with tag numbers.
  • Ensure the fixed item inventories are updated every quarter by the logistics assistant and conducts clinics visits to verify asset, furniture’s and fixed item inventories are correct.
  • Cross-checking and verifying that the list of handover assets matches with the inventory report
  •  Ensure Assets/ attractive and fixed items inventories are maintained .
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.”

 
 Minimum Qualification, Skills and Experience Required:

  • BSC degree in engineering or relevant field of study
  • At least 3 years of humanitarian logistics experience
  • Good working knowledge and experience on vehicle and generators
  • Previous experience in construction, rehabilitation or maintenance a plus
  • Fluent in English and Arabic and possess ,good writing skills
  • Computer literate and proficient in excel and word
  • Flexible and willing to work extra hours or attend to unexpected work-related needs or demands
  • Good organizational skills
  • Eligible to professionally adapt the new relevant policies and changes.

 


  • Salary and Benefits:-
  • Additionally IMC offers different package of allowances including 21 USD as medical allowance per month. IMC also pays one month basic  salary as bonus once every year during Ramadan month {Eid Alfitr}.
  •  International Medical Corps (IMC) offers a very competitive salary and benefit to its employees. The employee shall receive a monthly gross salary of USD 442.
