 Background:

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps (MC) Europe has been working in Sudan since 2009 with the goal of supporting the transition to a fair and lasting peace by implementing programs that promote long-term, sustainable development and contribute to secure, productive and just communities. MC Europe is facilitating recovery by addressing economic recovery needs and laying the groundwork for long-term development. MC Europe’s work in Sudan has three major components: Civil Society Development, Economic Recovery and Development and Humanitarian Assistance with activities that span many sectors including agriculture, market and livelihoods development, water/sanitation, capacity building, peace building, infrastructure rehabilitation, emergency distribution. MC Europe is committed to long-term programming in Sudan and faces numerous opportunities for expansion. 

 

Mercy Corps Europe together with the USAID’s Bureau of Humanitarian Assistance (USAID/BHA) are supporting the implementation of the 12-month, Flood Response in Gedaref (FRG) program. The program’s goal is to ensure 5,833 vulnerable households (35,000 individuals), maintain access to food and other basic needs during the recovery from the recent flooding in Gedaref Region through Water, Sanitation and Hygiene (WASH), health, Multipurpose Cash Assistance (MPCA), and Agriculture support across El Qureshia, Elrahad, and Elbow localities of Gedaref Region, Sudan

 



 
 Duties and responsibilities:

GENERAL POSITION SUMMARY:

To implement all WASH Program activities as designed in the program objective  and support the Senior WASH Manager in identification, planning, implementation, monitoring & reporting of overall WASH program / projects progress in the assigned community where Mercy Corps Europe is implementing WASH projects. S/he is Responsible for day-to-day activity implementation and reporting and provision of regular technical backstopping to Community projects in consultation with Senior WASH officer.

Specific Job Purpose: To deliver the WASH humanitarian response in selected States, localities and villages, and to support the WASH team in supervising all  WASH activities and  effectively implement WASH program activities in Gadaref.

 

 

ESSENTIAL JOB FUNCTIONS:

  1. Follow and implement the guidelines of the WASH strategy developed within the program.
  2. Provide technical inputs and guidance to WASH interventions.
  3. Take ownership of integration and mainstreaming of protection, with an emphasis on enhancing program quality.
  4. Work closely with local partner in the implementation of all activities
  5. Execute/monitor implementation of all WASH infrastructure activities as per implementation plan, BOQs, drawings and specifications.
  6. Maintain material record at construction sites and also at the Mercy Corps Europe warehouse, and ensure quality of all material arrived on all sites.
  7. Validate the progress and quality of work of the contractors, and make the connection with the operations and finance to ensure their payments are done well on time.
  8. Identify project supplies needs. Provide feedback and input for the project supply plan on a monthly basis. Prepare and follow up supply requisitions in coordination with the operation team to ensure materials arrive at the work site in a timely manner.
  9. Ensure community participation in all WASH infrastructure activities.
  10. Ensure all WASH infrastructure activities are well coordinated with local authorities and all stakeholders, also ensure integration of engineering activities with hygiene promotion activities. 
  11. Regular visits to field areas to supervise all WASH infrastructure activities and ensuring quality (minimum Mercy Corps Europe standards) of all WASH infrastructures.
  12. Ensure water quality analysis is conducted in field locations and update water quality reports; as well as propose recommendations for water treatment systems.
  13. Provide supervision of all volunteers under hygiene promotion ands sanitation objectives
  14. Engage in procurement of WASH related materials, equipment, services, tools from Mercy Corps Europe operations department as required. Occasionally to organize local purchasing and to keep accounts, this include raising Purchase Request (PR), stock requests, etc. in close liaison and coordination with operation and finance departments.
  15. ensure proper documentation and reporting of all activities implemented in timely manner

SUPERVISORY RESPONSIBILITY: None

REPORTS DIRECTLY TO: WASH Engineer

WORKS DIRECTLY WITH: Finance, Program and Operation Teams.

 


 
 Minimum Qualification, Skills and Experience Required:

KNOWLEDGE AND EXPERIENCE:

• Bachelor degree in relevant field or equivalent experience • 3-5 years of professional experience in WASH programming or equivalent combination of education and experience

• Strong understanding of WASH principles, likely WASH concerns, and conflict sensitivity in the context of Gadaref and Sudan in general

  • Commitment to renewing and maintaining knowledge of best practices

• Demonstrated training and facilitation experience

• Ability to work under pressure

• Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing

• Strong interpersonal, intercultural and communication skills

• Excellent oral and written skills and computer skills

• Fluency in English; fluency in Arabic is required.

SUCCESS FACTORS:

The successful candidate will combine strong technical skills, experience in protection programs, and a can-do attitude. Ideally s/he will have previous experience in working in large-scale emergency programs in insecure and conflict-affected contexts, including remote management and capacity development.
