 Background:

GOAL has been working in Sudan since 1984. GOAL currently has programs in 2 states – North Darfur and South Kordofan. In North Darfur, the program is in Kutum and Alwaha localities, while in South Kordofan the programs are in Dilling, Delami, Abukarshola and Alriefa Shargi localities. The current GOAL programs are in the following main sectors:  health care, nutrition; food security and livelihood; water, sanitation and hygiene promotion (WASH). 



 
 Duties and responsibilities:

SPECIFIC REPONSIBILITIES

The primary role of the WASH Manager is to manage and supervise the implementation of WASH projects in North Darfur and oversee implementation of construction projects in North Darfur state in both Kutum and Alwaha localities and beside any additional GOAL intervention area require technical support. Oversee and manage the construction of facilities and ancillary buildings for program and operations departments, such as Health, WASH (as per work plan agreed with AC), FSL, Logistics to accepted Sudanese and GOAL standards and relevant Ministry specifications.

 

OVERALL OBJECTIVES OF THE POSITION:

Management and supervision of the implementation of the WASH program (water, sanitation and hygiene promotion) as defined in the strategic plan and proposals. As part of GOAL’s on-going programme for improvement to health infrastructure in line with Federal Ministry of Health standards, GOAL constructs and rehabilitates health facilities, as well as other structures required for program operations, in particular water and sanitation.

An important part of the role will be to carry out assessments on construction and rehabilitation possibilities in Kutum and Alwaha, urban and rural sites, and to support and build capacity of WASH staff which will be in different areas.

 

Key Duties:

 

  1. At program level

 

  • Supervise all engineering works to be carried out by GOAL in North Darfur associated with Water, Sanitation, and related projects. This will include, but is not limited to; design, tendering, supervision of contractors and commissioning of works.
  • Serve as the focal point for all activities related to water, sanitation and hygiene promotion.
  • Prepare accurate design drawings and bills of quantity for water & sanitation infrastructure at both house hold and public levels.
  • Supervise installation and start-up operations of water & sanitation infrastructures
  • Prepare, organize and regularly update relevant work plan (PMP) for the field activities,
  • Assist in the capacity building of CBOs and local actors in water and sanitation issues.
  • Assist in ensuring appropriate and sustainable development.
  • Train communities in maintenance and operation of schemes
  • Work closely with GOAL’s national partner to ensure community members are aware of and fulfill their roles responsibilities relating to the WASH projects.
  • Follow the implementation of the Community Led Total Sanitation (CLTS) through GOAL’s partner and ensure that all CLTS M&E forms are filled: Pre-triggering, triggering, follow-up, ODF verification.
  • Ensure proper documentation of CLTS project and contribute actively to lessons learned documentation.

 

  1. Staff management
  • Supervise directly the WASH team members.
  • Adapt tasks and responsibilities allocation within the WASH Program team to accommodate program requirements or specific situations.
  • Identify capacity building needs for staff and partners involved in the response. Take the lead on coordinating any formal or informal training for the WASH Program Team and partners.
  • Provide direct support to the WASH Program team through training sessions and appraisals.
  1. Construction

 

  • Oversee and manage the construction of facilities and ancillary buildings for program and operations departments, such as Health, WASH (as per work plan agreed with WASH Coordinator), Logistics to accepted Sudanese and GOAL standards and relevant Ministry specifications. 
  • Supervise all engineering works under construction for program and operation departments. This will include, but is not limited to; design, tendering, supervision of contractors and commissioning of works.
  • Prepare and organize relevant work plan for the field activities as per agreed activities.
  • Maintain and document GOAL’s site quality management system for the construction phase
  • Management of site material delivery through GOAL procurement department and accountability for the quality and quantity of construction materials accepted on site
  • Carry out full and detailed assessments on construction and rehabilitation possibilities as directed by the WASH Coordinator. Design and specifications should be in consultation with the relevant technical department head.
  • Maintain and document weekly site financial controls, including all unforeseen elements not included within the Bill of Quantities
  • Sign-off all building elements in accordance with relevant Sudanese standards and GOAL quality
  1. Coordination

 

  • Coordinate with other departments and in particular with Community Health on hygiene promotion and GOAL’s national partner as needed.
  • Liaise and develop good relationships with relevant NGOs, UNICEF and government
  • Bodies (WES, SWC) at North Darfur level and community representatives as needed.
  • Ensure GOAL is represented at WASH coordination meetings at North Darfur level or assure sector coordinator is well informed about GOAL’s work.
  • Ensure regular, or at least weekly communication with WASH Coordinator
  • In coordination with health Manager, he/she is preparing, managing and regularly updating the project activities work plan, procurement plan, recruitment plan, MEAL plan, ensuring timely and quality implementation in compliance with the defined project and Country Strategy as well as GOAL and donor guidelines.
  • In coordination with MEAL team ensure that the monitoring framework within the programme is implemented, including baseline data, secondary data, reviews, donor reporting, KABP survey and internal/external evaluations.
  • Conduct monthly monitoring and supervision field visits in the project areas in coordination with other team members and partners

 

  1. Reporting
  • Write progress reports and keep the AC & WASH Coordinator informed and updated on the water & sanitation situation.
  • Coordinate with GOAL’s national partner on reporting for community contribution elements of WASH activities.
  • Prepare weekly and monthly reports, according to GOAL templates, as required by the AC or WASH Coordinator.
  • Contribute as required in the preparation of donor reports.
  • Review the monthly reports for GOAL’s partners

 

  1. Quality Management
  • Ensure regular monitoring and evaluation assessments against project objectives.
  • Update WASH M&E tools (e.g. water point database, water quality testing results) on a monthly basis and assure information is available at time of reporting
  • On-the-job quality control of data collection methods, based on observations, advice teams on possible improvement and share lesson learnt and best practices.
  • Ensure proper documentation of CLTS project and contribute actively to lessons learned documentation
  • Ensure a clear and transparent paper trail is prepared for handovers and smooth continuation of the role.

 

  1. Administration and finances
  • Monitor expenditures on the interventions are in line with the approved budget.
  • Assist in revision of budgets for program and construction activities.
  • Ensure that GOAL Sudan’s financial guidelines are adhered to and that GOAL’s field Finance department is kept informed of all cash requirements and other financial issues in the health department.
  • Ensure that the Field Logistics Coordinator receives adequate notice of requirements for supplies and equipment.
  • Ensure that any expenditure is within the programme budget and is planned in advance using PMP with the Financial Controller and Field Coordinator where appropriate.
  • Adhere to all GOAL guidelines (including any medical guidelines and protocols, the field operations manual, security guidelines etc).

 

 


 
 Minimum Qualification, Skills and Experience Required:

  • Hold a recognized university degree in Civil Engineering or relevant.
  • 3+ years’ experience in various design, tendering and supervision of WASH field program, preferably including Community Led Sanitation approaches.
  • Previous work experience at least 1 year with Non-Governmental Organizations particularly in a WASH program management position.
  • Experience of work and partnership with local development actors,
  • Good computer skills. Working knowledge of Microsoft Word and Excel is essential.
  • Competency and experience in the use of the software packages for the preparation of engineering drawings (e.g. AutoCAD) is a must
  • Good standard of written, spoken and understood English and Arabic.
  • Outgoing personality with excellent communication skills.
  • Good team player, flexible and capable of working with a diverse team.
  • Ability and willingness to travel to rural locations and live in sometimes basic and insecure conditions.
  • Appreciation of and sensitivity to local culture.
