 Background:

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ is implementing the project “Food Security for Refugees and Adjacent Communities in Kassala and Gedaref states. The programme is implemented under the host agreement between the Intergovernmental Authority on Development (IGAD) and the Government of Sudan. The programme has three areas of intervention and aims at improving the livelihoods of the local population, refugees, and migrants:

1. Improving Food Security and thereby increasing agricultural yields;

2. Improving the nutrition security through the production of vegetables;

3. Improving the supply of drinking water, sanitation and hygiene. GIZ Sudan is looking for a qualified person to fill the following position:



 
 Duties and responsibilities:

The WASH Field Officer (WFO) is reporting through the guidance of an international consultant to the Project Manager of the GIZ project Food Security and Water Supply for Refugees and Host Communities in Gedaref and Kassala. The WFO will be based in Gedaref. The position will require regular travels within Sudan. General Description of Role The WASH Field Officer will be responsible for the implementation of WASH component under this project in the targeted project intervention areas. S/he will ensure that activities and reporting are completed within the allocated time frame, and to the quality standards and implementation mechanism stipulated in the project proposal, logical framework and in accordance with the project work plan. Additionally, ensuring that the projects activities are well coordinated with relevant governmental sides and non-governmental sides (INGOs and NGOs working in same operation area). Responsibilities will include working directly with local partners, implementing partners, and community members, coordinating various project activities and events in support of the project to serve the target groups. S/he reports directly through an international consultant of the project to the project manager, and liaises with other project team members in the field for hygiene. S/he will ensure that activities and reporting are completed within the allocated time frame, and to the quality standards and implementation mechanism stipulated in the project proposal, logical framework and in accordance with the project work plan. The candidate should have knowledge of the Gedaref and Kassala region in East Sudan and be willing to drive to field locations. S/he will carry out the following major tasks: 2 | P a g e • Support the coordination and monitoring of project activities at the field level ensuring implementation schedules are met as per the detailed activity plan. • Working closely with the implementing partner and contractors to make sure there is high quality work in place. • Support project team in planning and organizing all aspects of the WASH works, including monitoring activity work plans, and progress monitoring. • Consistently document progress and challenges observed in the field and submit timely reports for review of the technical advisor. • Ensure that all materials and equipment related to the project meet the required standards and specifications. • Assist with cost management and analysis and have a good understanding of procurement processes and accepted standards of quality. • Ensure that timely action is taken to address any deficiencies in quality/safety standards in all stages of construction/rehabilitation work and contribute solutions for improving overall quality. • Ensure that all tasks are completed to a satisfactory standard before final payment is authorized. • Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project activities. • In coordination with the project team, support capacity building events for community representatives and WASH (committee) members. Specific Objectives and tasks Supervise and implement water supply and basic sanitation • Ensuring understanding of the needs of the communities on water and sanitation and coordinating with the local partners on best implementation; • Works with and supervises partners, consultant, suppliers on soft aspects of the WASH component (inter alia, sanitation and hygiene training and awareness raising in the camps and host communities) • Participate in WASH needs assessments. • Follow up installation of water tanks, latrines, centralized water systems and other water & sanitation systems at different sites • Working closely with the local partners, providing technical advice and WASH orientation. • Monitoring water quality and necessary water treatment at different water points (water tanks, wells, household, etc.). • Informing and documenting the anomalies and the repairs carried out in the water systems, and the material necessary for the program’s activities. Training, sensitization and social mobilization • Ensure the proper conduct of technical trainings and capacity building for water committees and WASH social workers and other members of the community (incl. PHAST, CHAST and CLTS approaches). 3 | P a g e • Ensure proper implementation of exit strategies, including involving and building the capacities of camp management, WASH committees and government entities, as well as hand over of WASH responsibilities to these stakeholders • Ensure jointly with the Head of Projects the elaboration of key messages, booklets, tools and kits for trainings and promotion sessions; • Support the WASH promoters during sensitization sessions and trainings; • Ensure the follow-up of WASH committee activities; • Ensure that population accept and implement the practices taught by the committees and the teams. Data collection and sensitization methods: • Ensuring understanding and needs of the communities on water and sanitation needs and uses, and coordination WASH team on best implementation. • Data collection regarding the project and the potentials beneficiaries • Prepare and submit all WASH field reports to the WASH & Construction Advisor • Monitor and report all WASH activities in the field ensuring there is compliance with plans and GIZ standards • Monitor water and sanitation facilities acceptance and beneficiary satisfaction • Collect, organize and develop data, files and documents. Other Activities Any other duties/functions as deemed necessary or as delegated by the Project Manager to meet the level of the services of the organization/project.


 
 Minimum Qualification, Skills and Experience Required:

Required experience and qualifications Training/ Education: Degree in engineering, environmental health, community development, social sciences or relevant field; Technical specific knowledge: Knowledge in WASH activities, water supply and sanitation supply systems, knowledge of building regulations and standards as they apply to minor building construction and maintenance, experience in minor construction works and maintenance of a variety of buildings, infrastructure and related facilities. Knowledge of and experience in WASH community mobilization and participation, including WASH capacity building and PHAST, CHAST and CLTS approaches. Previous experience: At least 3-5 years of professional experience in comparable positions. Languages: Fluent Arabic, very good level of English (written, reading and writing). IT and specific systems: Microsoft Office and MS Teams, (AutoCAD is beneficial)
