 Background:

Job Summary:  

As a senior staff person and part of the CRS Sudan Senior Management Team (SMT), you will plan, manage, and provide technical and operational oversight of all supply chain activities – including procurement, logistics, transportation, and warehousing - to ensure effective and efficient delivery of goods, services, and cash and voucher assistance (CVA) to the poor and vulnerable. CRS Sudan expects that with your knowledge and experience you will anticipate and manage supply chain needs and challenges, guide and mentor SC staff supervised by you, and introduce improvements and innovative solutions, as you apply the CRS-principles of stewardship, integrity, transparency, and accountability.



 
 Duties and responsibilities:

Roles and Key Responsibilities: 

  • Effectively manage, mentor, and supervise talent in the procurement department. This includes a. managing team dynamics and staff well-being, b. providing coaching and strategically tailoring individual development plans, and completing performance management plans for direct reports, and c monitoring and assessing performance to ensure adequate capacity for the successful support of high-quality programming in CRS Sudan. 
  • Collaborate with direct reports and programming leads to identify the most appropriate delivery modalities (e.g. commodity, services, or cash) based on needs and operational context and develop the pipeline and supply chain management plan accordingly.
  • Manage the determination of procurement and logistics service requirements, desired specifications and delivery schedules, and how sourcing strategies are defined, ensuring proper coordination and communication.
  • Ensure accountability and transparency of all supply chain operations in compliance with CRS and donor regulations, and international and local standards and requirements.
  • Lead design and implementation of a strategic sourcing and procurement process to identify, assess, select and contract suppliers that will deliver the maximum value for money to the organization.
  • In close coordination with the procurement team, oversee relationships with key suppliers and assess supplier performance.  This will include supporting market assessment and analysis, as needed.
  • Manage logistical infrastructure, storage facilities and transportation resources and oversee application of systems and procedures for inventory, commodity and CVA assets transportation, warehousing, and distribution, as well as for vehicle management to ensure proper handling and safeguarding of assets. Ensure related safety and security protocols are implemented.
  • Oversee inventory control and the management of comprehensive goods/CVA assets tracking and record keeping systems throughout the whole supply chain cycle, from time of request until time of delivery. Ensure timely preparation and submission of various reports.
  • Establish a safe environment for learning and  the sharing of ideas, solutions, and challenges and the capacity to detect, analyze and respond quickly to challenges and deficiencies. This includes providing capacity strengthening guidance and cross-departmental learning within CRS Sudan.
  • As the key contact staff between the Country Program (CP), the Regional Insight Advisor (RIA), and the HQ SC Insight team, you will work closely with them on the timely collecting and submission of country data for Insight/SC configuration, ensuring that country program supply chain structures and processes are aligned with Insight/SC requirements, and that relevant supply chain, operations, and programming staff are trained on Insight/SC modules and are ready for go-live.

 


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s Degree in Supply Chain or other relevant degree required. A Master’s degree or MBA in a related field would be preferred.
  • A progressive career with a minimum of 5 years work experience in Senior leading supply chain/logistics/procurement management.  
  • Strong leadership skills, with the ability to work independently, use good judgment and operates with minimum level of supervision.
  • Knowledge of and experience with various public donors’ regulations such as USAID, EU, and UN. Understanding of the Federal Acquisitions Regulations (FAR), WHO regulations and Generally Accepted Commodity Accountability Principles (GACAP)
  • Knowledge of national and international import/export legislation and common customs regulations.
  • Staff management and mentoring experience and abilities that are conducive to a learning environment.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems. Experience with ERP systems is a plus.
