KEY AREAS OF ACCOUNTABILITY:

Procurement and Facilities Tasks

• Overall supervision for the Darfur Area procurement team. Develop areawide procurement plan in coordination with all relevant units. Process all procurement of goods locally and from Khartoum in coordination with Supply Chain and Procurement team at FO and CO level to ensure the regular and timely shipment of required supplies
• Have full responsibility and accountability to ensure effective, transparent and timely procurements for all goods and ensure these are  fully documented.
• Update preferred suppliers and price lists on a periodic basis.

Ensure procurements monthly tracking reports are properly prepared and shared with the 

• concerned people in the field and Khartoum.
• Prepare contracts for various jobs, including out-sourcing, construction, and short term contracts with various commercial establishments.
• Put in place framework agreements for key and most frequent purchases
• Maintaining the updated files and records of procurement of goods
• Provide an advisory/oversight role for the functioning of the procurement committee. Ensure due process is followed and fair/transparent purchasing decisions are made
• Develop training and development plans to ensure all staff engaging in procurement activities understand and apply the rules and regulations surrounding these
• Completing of Bidding Reports and processes, including tracking bidding documents for audit and review.
• IT,  Stationeries and offices supplies: Address and manage staffing resources needs by processing purchase regulations (received from staff) and purchase orders. 
• Prepare and maintain in an easily retrievable system purchasing records, report and price lists.
• Vehicle and generators supplies: Responsible  for fuel, lubricants, vehicle and generators spare parts and related supplies and produce periodic consumption report/stock status report.
• Follow up the with procurement process and ensure all  claims are paid within the SCI payment terms.

 

Fleet Management

• Ensure all vehicles are mechanically sound and in good condition  at all times according to drivers standing instructions. 
• Ensure that all drivers adhere to the SCI policy and procedures for vehicle services maintenance and  conduct driver’s performance reviews.
• Ensure vehicles hired by projects have agreements and payment made as agreed and on time.
• Allocate vehicles by ensuring they are assigned as per program needs and that the vehicles are fuelled on specified days and fuel litres recorded in the logbook.
• Ensure vehicle insurances and road licenses are renewed when they fall due and copies of the same are properly filed.
• Prepare and follow up arrangements for land/air transport of goods and material from HQ to FOs, in direct relationship with the warehouse manager.
• Prepare fleet monthly reports.
• Following any documents related to SCI vehicles (ownership, disposal and loan).

 

Inventory Control & Asset Management

• Ensure that stores belonging to logistics at Darfur Area Offices are arranged in an organised accountable manner.
• Maintain and update inventory assets register (including tagging and receiving assets disposal forms).
• Track all inventories physically and in documentation and make sure of the status and condition of goods stored. 
• Perform the HAC annual and bi-annual reports for assets, and  contribute to donor report on asset section when required.
• Prepare donors report of the assets.
• Ensure all SCI Assets in Darfur area are updated. Review the same  on a monthly basis.

Staff, Performance Management & Capacity Building

·         Lead, manage and motivate direct reports, ensure they have clear objectives and receive meaningful feedback on their performance regularly (in line with Save the Children performance management procedures).
