 Duties and responsibilities:

Typical Responsibilities - Key End Results of Position:

 

Strategic leadership

  • To develop and implement a national communication, influencing and advocacy strategy for CARE International in Sudan (CARE) with clear policy objectives and an action plan.
  • To ensure that CARE produces robust policy analysis, timely communication and high-quality research based on our field experience that feeds into national and regional discourse on gender, women’s rights and poverty.
  • To ensure that CARE remains aware of and fully engaged with emerging trends and initiatives, particularly related to improving the rights of girls and women, both in Sudan and at an above country level as to support broader engagement and advocacy initiatives for CARE International.     
  • To set CARE clear objectives and activities for influencing, including advocacy, policy, campaigns, and communications.
  • To provide demand driven but strong, relevant and timely technical support to the implementation teams across Sudan.
  • Develop annual budget for communications, influencing, branding and visibility activities for CARE Sudan and ensure that its included in all grants proposal budget.

 

Communications; Branding and Visibility:

 

  • Develop, implement and monitor a communication strategy and action plan for strengthening internal communications within CARE Sudan. .
  • Develop a communication strategy and action plan to effectively engage with relevant stakeholders and support field teams in their delivery of this.
  • Be the focal point for CARE Sudan to review and sign off any branding or visibility materials.
  • Provide awareness and training to key staff in the field as well as CARE’s implementing partners.
  • Develop annual plan for producing branding and visibility materials and proactively seek budget to implement the plan.
  • Develop an external communications strategy to engage wider stakeholders about CARE’s work in Sudan.  Be the focal point to manage social media accounts of CARE Sudan.  Ensure that all posts are signed off by the CD before posting on Social Media.

 

Influencing:

  • To develop a country influencing and advocacy strategy and action plan, in alignment with the global influencing and women rights issues and in particular gender equality, the post holder will be also responsible to roll-it out with clear tangible and measurable outcomes
  • Develop a country external communication strategy in line with global influencing and branding strategy and policies. 
  • To clearly identify national advocacy objectives and plans, which include national level duty bearers, state and local targets/processes, and strategies for work with rights holders, and clear policy change objectives.
  • Carry out research to establish an evidence base that supports effective influencing and advocacy.
  • Inform, collaborate and influence national and state government and public policies related to women rights, gender equality and youth engagement
  • Monitor government implementation of their commitments to women’s rights at local and national level.

 

Reporting

  • Reporting directly to the CD with technical reporting to the Director of Programmes.

 

Other

  • Actively participate and contribute to the CLT in an open, cooperative and proactive manner, ensuring full engagement of other units and departments.
  • Holds self-accountable for making decisions, managing resources efficiently, and achieving results.
  • To develop and conduct communications skills training to the staff

The role will be tasked with strengthening quality of communication and influencing work, accountability, planning, management, adherence to policies and procedures, and promoting a culture that aims for the consistent delivery of results and make positive impact to girls, women  and their communities

Communications and Working Relationships:

 

Verbal, written and face-to-face contact is needed on regular basis with the following internal and external stakeholders:

 

Internal

Regular working relations and contacts with CD, CLT and ECLT members, HoPOs and staff  at CO and Area offices

 

External

Partners (i.e. different Government agencies at federal, state and local level)

Partners (i.e. different CSO’s be it formal and non-formal), be it at national, state or local level.

Senior contacts at corporate sector, UN, donors, embassies, INGOs, etc.

Consultants

Relevant global and regional forums


 
 Minimum Qualification, Skills and Experience Required:

Knowledge

  • Sound understanding of integrated development and humanitarian issues and critical analysis of child poverty.
  • In-depth knowledge of women rights programming and ability to conduct critical analysis to challenges affecting achievement of women rights.
  • Demonstrated knowledge in leading strategic planning processes
  • Knowledge of effective participatory Monitoring, Evaluation and Research systems and processes
  • Demonstrated track record in driving change and enabling high performing teams, with the ability to lead, motivate and develop others.
  • Knowledge of partnership and influencing processes, systems and principles, and the ability to provide leadership and support partners and counterparts.
  • Solid understanding of gender equality integration in programs, personnel management, and office culture.
