 Background:

Job Purpose:

 

Under the direct supervision of the Head of Programmes, the Water Sanitation and Hygiene (WASH) Advisor supports the implementation of WASH projects in the Sudan country programme by WHH and its partners. He/she supports the WHH Sudan programme with technical advice on WASH across projects and ensures quality WASH outcomes and adequate representation in respective WASH sector and technical working groups.

Additionally, this position contributes to:

a)  Further development and implementation of WHH national and global standards, guidelines and approaches

b)  Ensure coherence of Sudan programmes and projects with WHH national and global instruments/approaches.

c) Positioning the organization in WASH field of work as competent, well known actor in the field of development and humanitarian aid in Sudan.

d)  Performing as Head of Project and budget holder for SDN 1193 Wash Strengthening System project. Enhancement of WHH’s sustainable services initiative (SSI) which aims to ensure WASH systems strengthening is achieved in various levels (federal, state  levels) 

To ensure coherence with national and global approaches and standards this position has a functional/technical reporting line to the Head of respective Unit at WHH regional level and Head Office.



 
 Duties and responsibilities:

2.1.    Duties with own area of responsibility

  • Providing WASH technical assistance to Sudan WHH country programmes for the development of regional and country specific strategies and programme planning;
  • Supporting the regional operationalization of WHH’s sector strategy and approaches;
  • Enhancing WHH positioning on sector level at federal level and in different working groups / discussions etc. in Sudan;
  • Liaising with relevant external WASH in country stakeholders including donors, learning institutes, ministries, networks, UN and NGO representatives to identify opportunities, synergies and partnerships for WHH programmes
  • Facilitating and promoting sector relevant horizontal exchange in the region (and beyond);
  • Facilitating and supporting capacity development for country and project offices: Organizing workshops and trainings to build staff knowledge and capacity, technical mentoring including regular field visit, meetings, case debriefing

 

  1. Duties without own area of responsibility
  • Jointly developing and update WHH’s sector strategy and positioning in line with WHH overall strategy;
  • Building and maintain sector relevant networks and communities of practice (internal and external networks);
  • Provision of technical assistance to HQ-level upon request (e.g. marketing department, Institutional Donor Unit, Policy and External Relations Unit);
  • Presentation of Welthungerhilfe’s work and own sector relevant experience to private donors, supporters and members of Welthungerhilfe upon request;
  • Supervision short-term experts and visitors;
  • Fulfillment of any other tasks which are assigned by the management and correspond in general with the character of this position.

2.3     Specific Activities and duties of the position

• Perform as Head of Project and budget holder for WASH systems strengthening activities project (SDN 1193), monitoring budget expenditure, activities implementation, developing clear planning and forecast, monitoring partners activities implementation and ensuring capacity building of the implementing partners. The Wash advisor will follow up on project indicators and outcomes (monitored through the Building Blocks Checklist, among other tools) for each target intervention area and ensure learnings and recommendations resulting from program activities at the Macro and Meso levels are taken up at policy level and lead to a replication/upscaling in other regions/districts in Sudan.

• Supporting the operationalization of WHH’s sector strategy and approaches.

• Support the development of new proposals aiming at high quality, multi-sectoral and integrated approach between WASH and other sectors implemented by WHH;

• Organize and support capacity development (including on-the-job, remote and face-to-face, mentoring) in WASH of WHH and partner staff;

• Document and disseminate best practices and success stories from WASH-related programming;

• Support the recruitment process of WASH staff;

•  Participate in regular and ad hoc meetings (WHH) at national and regional level;

•  Liaising with WHH team at field level and country office level as well as with the Regional WASH Advisor.


 
 Minimum Qualification, Skills and Experience Required:

1. Knowledge/ Qualifications

 

1.1     Professional/ formal qualification

Advanced level (master’s degree) in water resources engineering or civil engineering or related field. Further academic or hands-on qualification/experience in advocacy, policy development or social studies will be an added advantage.

 

1.2     Job-related professional experience

  • Minimum 5 years' professional experience in WASH programming in Sudan, including both project level (at least in one of the operating states of WHH: Kassala, Gedaref, North Darfur, Red Sea State) and national level experience in working with NNGOs and INGOs in the humanitarian sector.
  • Minimum 5 year of experience in managing WASH projects throughout project cycles and all aspects of a project that need to be managed/implemented- such as timeframe, logistics, finance, reporting, donor hosting, representation in meetings, working with other organizations, and the government, internal and external compliance, contract management, monitoring and evaluation, carrying out trainings etc.
  • Diverse and hands on experience related to water & sanitation engineering in a humanitarian and development contexts, including practical experience and knowledge on operation and maintenance of water supply and sanitation facilities in IDP or urban settings. Technical expertise should also include water quality analysis, design and/or construction of water and sanitation facilities;
  • Hands on experience in WASH systems strengthening approaches and engagement with external stakeholders such as government, civil society organization, local NGOs, implementing partners and advocacy, for effective strengthening of the WASH sector in a region or a country;
  • Excellent MS Office: MS Word, Excel, PowerPoint, Publisher and other relevant computer applications such as GIS, MS Teams, ICT for WASH and online/cloud document processing and storage;
  • Ability to review and write detailed and accurate progress reports, proposals, and other monitoring, evaluation, accountability and learning documentation.

 

1.3     Foreign language skills

Good command of written and spoken English and Arabic languages (fluent).
